<br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, MARCH 1, 1999 <br /> <br />Members Present: <br /> <br />Mayor Klinzing, Councilmembers Dietz, Thompson, and Motin <br /> <br />Members Absent: <br /> <br />Council member Farber <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Sandra Peine, City Clerk; Phil Hals, <br />Street/Park Superintendent; Steve Rohlf, Building and Zoning <br />Administrator; Jeff Asfahl, Community Recreation Director; Michele <br />Bergh, Community Recreation Program Coordinator; Scott <br />Harlicker, Planning Assistant; Steve Wensman, Planner <br /> <br />1. Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 6 p.m. by Mayor Klinzing. <br /> <br />2. <br /> <br />Consider Aqenda <br /> <br />e <br /> <br />Council member Motin stated that the Special Meeting Notice did not include <br />agenda items other than Annual Reports. He indicated that according to the <br />open meeting law, annual reports should be the only item considered at this <br />meeting. <br /> <br />COUNCILMEMBER MOTIN MOVED TO STRIKE ITEMS 3, 4, 6 AND 7 FROM THE AGENDA. <br /> <br />The motion died for lack of a second. <br /> <br />Council member Thompson indicated that the Council recently took specific <br />action to add the LaFayette Woods issue to this agenda and stated that <br />because of that action the Council is obligated to consider the issue. The Council <br />stated its concern about being very specific regarding agendas for special <br />meetings. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ACCEPT THE 3/1/99 COUNCIL AGENDA. <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 3-1. <br />MAYOR KLINZING, COUNCILMEMBER DIETZ, AND COUNCILMEMBER THOMPSON <br />VOTED AYE. COUNCILMEMBER MOTIN VOTED ~A Y. <br /> <br />3. Consider Consent Aqenda <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPROVE CONSENT AGENDA AS <br />FOLLOWS: <br /> <br />3.1. <br />3.2. <br /> <br />CONSIDER 2/22/99 CITY COUNCIL MINUTES - APPROVED <br />CONSIDER 2/23/99 JOINT MEETING MINUTES - APPROVED <br /> <br />. <br /> <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br />
