<br />Elk River City Council Minutes <br />February 8, 1999 <br /> <br />Page 3 <br /> <br />e <br /> <br />costs will not change, and that the equipment purchased should accommodate <br />the police department for at least 15 years. <br /> <br />Jeff informed the council of a requested Federal COPS grant in the amount of <br />$70,000 for this project. He recommended that the Council approve $180,026.29 <br />(total cost of $212,626.29, less $40,000 already in reserves, plus $7.4000 for cable <br />and printers). <br /> <br />City Administrator Pat Klaers stated that in the event that the Federal COPS grant is <br />approved, either the end of the year transfer (1998) can be decreased, or the <br />council may make a decision not to use the reserves and reapply the money <br />elsewhere. <br /> <br />COUNCILMEMBER FARBER MOVED TO ACCEPT THE LOW BID FROM EN POINTE IN THE <br />AMOUNT OF $47,126.29 FOR THE HARDWARE, ENGINEERING, INSTALLATION,AND <br />MAINTENANCE OF THE NEW COMPUTER NETWORK TO BE INSTALLED IN THE POLICE <br />DEPARTMENT. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPROVE THE FUNDING OF $180,026.29 FOR THE <br />NETWORK INSTALLATION, SOFTWARE, AND ASSOCIATED COSTS FOR THE NEW <br />COMPUTER NETWORK FOR THE POLICE DEPARTMENT. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.3. <br /> <br />Reauest by Boys and Girls Club for Landfill Abatement Funds <br /> <br />e <br /> <br />Environmental/Code Enforcement Officer Laurie Mezera-Kerr informed the council <br />of the request for donation by the Elk River Boys and Girls Club for the incorporation <br />of recycled content materials into the construction of their new facility. She stated <br />that the Club's main objective is to install recycled flooring at a cost of <br />approximately $50,000. The Club is also seeking $15,000 for recycled content <br />windows. Laurie suggested to the council that the funds for this donation come <br />from landfill surcharge fees which are designated for waste abatement. <br /> <br />John Fitzgerald, Executive Director of the Boys and Girls Club, indicated to the <br />council that the funds from the Landfill Abatement Fund to purchase recycled <br />flooring materials in the new 12,000 square foot club, would make a perfect fit with <br />other recycling programs in the city. He stated that the purpose of the endeavor is <br />to establish an ongoing show case site to be used in persuading consumers of the <br />benefit and usability of recycled materials. In addition, it is intended to provide a <br />great learning tool for the youth as well as a show place for the city, vendors, and <br />environmentalists. <br /> <br />Laurie Mezera-Kerr indicated that the Minnesota Office of Environmental <br />Assistance has responded to the appropriateness of this request in a letter from Mr. <br />Art Dunn, Director of the Minnesota Office of Environmental Assistance, dated <br />12/24/98. She stated that the office supports the Club's effort to construct a <br />permanent facility including an educational component. In addition, she stated <br />that there have been no other requests from organizations for use of these funds, <br />and there is a possible risk of losing the funds if they are not used. <br /> <br />e <br />
