<br />Elk River City Council Minutes <br />February 8, 1999 <br /> <br />Page 2 <br /> <br />e <br /> <br />5.1. <br /> <br />Reauest by Hearthstone Builders to Construct a Model Home on Lot 1, Block 1, <br />Hillside Estates 1 st Addition Pursuant to Section 900.201121 of the Zoninq Code <br /> <br />City Administrator Pat Klaers informed the council of the request by Hearthstone <br />Builders for permission to construct a model home at 1141 6 193rd Avenue (Lot 1, <br />Block 3, Hillside Estates 1 st Addition). Staff recommended that the council allow the <br />construction, and that the time allowed for use as a model home (pursuant to <br />Section 900.20.12 of the zoning code) be extended for an additional three (3) years <br />to February 8, 2002. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE REQUEST BY HEARTHSTONE <br />BUILDERS TO ALLOW THE CONSTRUCTION OF A MODEL HOME AT 11416 193RD AVENUE <br />(LOT 1, BLOCK 3, HILLSIDE ESTATES 1ST ADDITION) AND EXTEND THE TIME ALLOWED FOR <br />THE MODEL HOME FOR AN ADDITIONAL THREE YEARS TO FEBRUARY 8, 2002. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.1. <br /> <br />Consider Purchase of Emeraency Preparedness Siren <br /> <br />e <br /> <br />Fire Chief Bruce West indicated that the 1999 budget includes an expenditure of <br />$13,000 out of the capital reserve category for the purchase of one emergency <br />siren. He stated that he had received a quote from Federal Warning Systems, <br />Rochester, Minnesota, for a 20001SRN Federal Signal Corporation Emergency Siren, <br />with the capability of a 5200 foot range of coverage, in the amount of $10,472.01 <br />including sales tax and shipping. He stated the 1999 project includes the purchase <br />of one new pole at a cost of approximately $800, with the electrical hook up for <br />the siren location at $800. Bruce stated that the proposed cost for the 1999 project <br />(siren, pole, electrical hook-up) using labor provided by the Elk River Utilities will be <br />approximately $12,100. He noted that the siren will be located east of Highway 10 <br />on 1 65th A venue NW near the recycling center and west of Cargill Farms. <br /> <br />Bruce West also updated the council on his goal to complete the emergency siren <br />program by purchasing one emergency siren in each of the next three budget <br />years. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE PURCHASE OF ONE 2001SRN <br />FEDERAL SIGNAL CORPORATION EMERGENCY SIREN FROM FEDERAL WARNING <br />SYSTEMS OF ROCHESTER, MINNESOTA IN THE AMOUNT OF $12,100. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.2. Consider Bids for Computer Hardware for Police Department <br /> <br />Assistant Police Chief Jeff Beahen presented the request for acceptance of a bid <br />for the hardware and software required for the new computer network to be <br />installed in the police department. He indicated that three companies submitted <br />bids on the project, and that the low bid for engineering, installation and <br />maintenance was received from En Pointe Technologies for $47,126.29. Jeff stated <br />that in addition to the hardware cost, there is an anticipated cost of $125,500 for <br />software, $10,000 for conversion, and $30,000 for mobile CDPD - totaling <br />$212,626.29. <br /> <br />e <br /> <br />Jeff indicated that the equipment is state-of-the-art, comparable to that of Anoka <br />County. He added that the current equipment is from 1984, and is not Year 2000 <br />compliant. He further stated that he is confident in the fact that the estimated <br />
