The next step in the Advanced Corridor Plan approval process is review of the Plan by the metropolitan planning organizations (St. Cloud APO and the Metropolitan Council). Each planning organization is required to hold a public hearing on the plan, allowing comments on whether the plan is consistent with its development guide. Within 60 days of the public hearing, the metropolitan planning organization must determine whether the plan is consistent and, if so, approve the plan. If the planning organization determines that the plan is inconsistent with its development guide, it must identify the amendments necessary to the plan to make it consistent. The Commissioner of Mn/DOT must incorporate the amendments into the final design plan for the commuter rail project. In order to initiate the process of review and approval by the St. Cloud APO and the Metropolitan Council, it is recommended that the Mn/DOT Commissioner and the NCDA submit to the Council and APO the Advanced Corridor Plan, the resolutions from the cities and comments from the Counties, and the response from Mn/DOT and the NCDA. . Action Requested: The Executive Committee recommends that the Mn/DOT Commissioner and NCDA submit to the Metropolitan Council and St. Cloud APO the Advanced Corridor Plan, the resolutions from the cities and comments from the Counties, and the response from Mn/DOT and the NCDA.
