He felt that a policy allowing only residents would not stop all nonresidents <br />from finding a way to make a reservation. <br /> <br />Mayor Klinzing noted that she is not interested in allowing nonresidents to reserve the <br />park shelters. She indicated that she preferred that the shelters be available only to tax- <br />paying residents. <br /> <br />Councilmernber Thompson suggested a timeframe in which nonresidents would be <br />allowed to make a reservation thereby giving preference to residents. <br /> <br />Michele McPherson suggested implementing the resident fee at this time and allowing <br />staff to research how other cities handle nonresident requests for park shelter <br />reservations. <br /> <br />MAYOR KLINZING MOVED TO IMPLEMENT A $20 PARK SHELTER RESERVATION FEE FOR ELK <br />RIVER RESIDENTS AND THAT NONRESIDENTS NOT BE ALLOWED TO RESERVE THE PARKS OTHER <br />THAN THOSE THAT ARE CURRENTLY GRANDFATHERED IN. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. <br /> <br />Council member Motin suggested that staff investigate the nonresident reservation fee. <br />He indicated he would like to see a short-term availability for nonresidents. <br /> <br />THE MOTION CARRIED 3-2. COUNCILMEMBERS DIETZ AND THOMPSON VOTING AGAINST <br />THE MOTION. <br /> <br />Michele McPherson noted that the Park and Recreation Commission is recommending <br />that a $50 reservation fee be charged for non-district schools for the use of Woodland <br />Trails Park. The commission is also suggesting a deposit for the use of the park. The <br />council concurred with the recommendation. <br /> <br />Council member Farber questioned the need to increase the park dedication fee by $70. <br />Council member Farber noted that this fee has continued to increase at a fast pace over <br />the past few years. Park Commissioner Kuester indicated that the commission felt it best <br />to implement small cost of living increases rather than run short in the future and have to <br />implement a larger increase. He also noted that the Park and Recreation Commission is <br />working toward a park system that meets the needs of the public. He stated that the <br />commission has found that the park dedication fees for Elk River are competitive with <br />other communities in the area. <br /> <br />COUNCILMEMBER DIETZ MOVED TO INCREASE THE PARK DEDICATION FEES BY $70. <br />COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4-1. <br />COUNCILMEMBER FARBER VOTED AGAINST THE MOTION. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 11-110 ADOPTING THE CITY OF ELK <br />RIVER 2001 FEE SCHEDULE. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER MOTIN MOVED TO IMPLEMENT A $40 PARK USE FACILITY FEE FOR <br />ENCLOSED SHELTERS FOR ELK RIVER RESIDENTS. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br />
