<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />December 18, 2000 <br /> <br />Page 4 <br /> <br />Dave Lucas discussed the action recently taken by the county board to adopt an <br />ordinance that implements a solid waste fee for Sherburne County residents. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPROVE THE CONTRACT FOR DISPOSAL OF <br />RESIDENTIAL REFUSE AT THE RDF PLANT WITH SHERBURNE COUNTY THROUGH APRIL 31, 2008 <br />AT A COST OF $45 PER TON. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />4.3. Utilities Commission Update <br /> <br />Councilmember Dietz indicated that the main issue of discussion at the last two Utilities <br />Commission meetings has been the location of the water tower. He noted that because <br />this issue is on this evening's agenda, he would prefer to hold his comments until the <br />council discusses the issue. <br /> <br />4.4. Park and Recreation Commission Update <br /> <br />Michele McPherson indicated that the commission's focus at the November and <br />December meetings has been primarily on fees and the location of the water tower. She <br />indicated that these issues would be discussed in greater detail later in the agenda. <br /> <br />4.5. <br /> <br />Community Recreation Update <br /> <br />Councilmember Motin indicated that the primary item on the Community Recreation <br />Board was the joint powers agreement. This item will be discussed again at the next <br />Community Recreation Board meeting. <br /> <br />4.6. <br /> <br />Northstar Corridor Update <br /> <br />Mayor Klinzing updated the council on the December 7th Northstar Corridor meeting. She <br />noted that the question regarding station design was the main item of discussion. The <br />mayor indicated that staff would be looking at the possibility of designing a station other <br />than a basic station. <br /> <br />4.7. Consider Adoption of 2001 Fee Schedule <br /> <br />The city clerk noted that the council reviewed the proposed 2001 fee schedule last <br />week. She indicated that representatives are present from the Park and Recreation <br />Commission to answer questions the council has concerning park dedication fee <br />increases and park fees for park shelters. <br /> <br />The council questioned the need for a fee to reserve park shelters. Park and Recreation <br />Commissioner Kuester indicated that the fees are charged to raise funds and to help <br />finance the clean up of the parks and monitoring of the park shelter reservation system. <br /> <br />The council discussed the issue of allowing nonresidents to reserve the park shelters. <br />Michele McPherson noted that the current policy only allows residents to reserve the park <br />shelters, however, there is currently a small percentage of nonresident reservations being <br />made. She explained that these nonresident reservations are recurring reservations that <br />have been "grandfathered-in." <br /> <br />Council member Thompson encouraged the Park and Recreation Commission to see <br />that the park use fees do not increase at a fast pace. <br />
