the events will have attendees arriving and leaving at various times as discussed <br />above. <br />Most of the attendees will be expected to arrive from and leave toward the Twin <br />Cities, to and from the south on TH 169. Approximately 65 to 70 percent of the <br />spectators will be on this route. For example, for a 5,000 -person event is <br />expected to generate roughly 1,667 vehicles, approximately 1,150 vehicles will <br />be expected to/from the south on TH 169 and approximately 517 vehicles will be <br />expected to/from the north on TH 169. <br />As shown above, the day-to-day traffic operations will continue to be similar to <br />existing operations. For event traffic, different amounts of traffic will require <br />different accommodations. The first natural subdivision is when the overflow lot is <br />expected to be needed. The parking on the north side is able to accommodate <br />1,800 parking spots for visitors. At the assumed 3.0 people per vehicle, that <br />translates into 5,400 spectators. Based on the peak parking demands, as <br />mentioned in the prior section, of 90 percent for a weekday event and 80 percent <br />for a weekend, an estimate of 6,000 people determines the use of the overflow <br />lot. <br />Another division exists between when events below an estimated 6,000 visitors <br />will require traffic control on TH 169. This estimate is based on the amount of <br />traffic expected to turn in or out of the site during the peak hour as well as <br />complications caused by southbound vehicles attempting to complete a U-turn <br />movement at TH 169/ERX Access Road to reach the ERX parking facilities using <br />northbound TH 169. Using an iterative process, the impacts in terms of entries at <br />the public parking access and at the southbound U-turn movement on TH 169 at <br />the ERX Access (to turn north to the public parking access) were examined. At <br />the 2,500 spectator level, approximately 375 vehicles are expected to turn right <br />into the 217th Avenue access during the peak hour. The number of southbound <br />U-turns is expected to be about 100 vehicles. <br />While the right turn traffic can be accommodated at this level, the number of U- <br />turns is starting to develop longer queues and delays. Above the 2,500 spectator <br />level, these longer queues and delays would be expected to present an <br />increased safety risk. Therefore, the expected attendance level that could be <br />accommodated without traffic control on TH 169 is a maximum of 2,500 <br />spectators. <br />Using the attendance levels above, the following event divisions are presented: <br />• Minor events, no traffic control on TH 169 necessary — below 2,500 <br />visitors and all parking on the Carlson lot. <br />• Medium events, traffic control on TH 169 necessary — between 2,500 and <br />6,000 spectators and all parking on the Carlson lot or Plaisted parking lot <br />on the north side of the site. <br />Traffic Management Plan 9 Elk River Extreme Motor Park <br />
