With this increase in entering and exiting traffic, the study intersections were re- <br />examined. The VISTROTM software package was again used to analyze the <br />traffic operations with the increased volumes. Table 3 shows a summary of the <br />results of this peak hour analysis. The second letter (in <br />parentheses) is the Level of Service for the worst operating movement. <br />As shown, all study intersections are expected to continue to operate at an overall <br />LOS A with some individual movements, specifically the cross street through and <br />left movements at TH 169/221st Avenue and TH 169/217th Avenue, operating at a <br />LOS F. These results are similar to the existing delays and show that traffic <br />associated with the normal day-to-day operations of the proposed upgraded ERX <br />site do not cause significant impacts to the surrounding roadway network. <br />5. Analysis of ERX Event Day Operations <br />a. Event Types <br />As discussed earlier, with the upgraded facilities, ERX is expecting to host more <br />events ranging from a few hundred visitors up to 19,999 visitors. The smaller <br />event days are scheduled for both weekdays and weekends, while the large <br />events would only operate during the weekend. <br />For the weekday events, participants and vendors will usually start to arrive <br />around 11:00 AM with spectators arriving around 5:00 PM and a peak entrance <br />time around 6:00 PM to 7:00 PM. Spectators usually stay through a majority of <br />the event, with a small number of visitors leaving early. Most people begin to <br />leave around 8:00 PM with the peak hour of exit occurring from 9:30 PM to <br />10:30 PM. During these events, a relatively low number of parking turnover <br />occurs with up to 90 percent of total vehicles expected for the event parked in the <br />facility during the peak period. Chart 1 below shows the expected assumption of <br />the daily entrances and exits, as well as the maximum percent of daily parked <br />cars at any time. <br />Traffic Management Plan 6 Elk River Extreme Motor Park <br />
