Avenue, operate at a LOS F during these times. These delays are caused by the <br />lack of gaps in TH 169 traffic during peak hours preventing vehicles turning left <br />onto or proceeding across the highway. <br />However, high delays are common for these types of intersections during the <br />peak periods across the Twin Cities. In addition, there are currently very few <br />vehicles, if any, making these individual movements, meaning the long delays <br />are not impacting many drivers. It is also likely that some drivers have <br />determined that completing a movement similar to that of a Reduced Conflict <br />Intersection (also known as a J -turn or RCUT) is easier than completing a left <br />turn or through movement from the side street. In that case, the motorist would <br />perform a right turn onto TH 169 and then complete a U-turn at the next available <br />downstream intersection. <br />4. Analysis of Developed Day to Day Conditions <br />a. Site Traffic Forecasting <br />The addition of three 12,000 square foot maintenance buildings, surrounded by <br />two paved parking areas, has been approved for construction for the ERX site. <br />These buildings will include two restrooms and up to twelve garages stalls per <br />building. Each garage stall will be rented out to individual tenants for storage and <br />workspace of snowmobiles and racing equipment at their leisure. <br />Due to the proposed new buildings and the permanent off-road truck -track, traffic <br />associated with the day to day operation of the site is expected to increase, <br />although not significantly. The current traffic accessing ERX was increased by 50 <br />percent to account for the upgraded facilities attracting new and more repeat <br />customers.
