These counts include pedestrian and bicycle counts. <br />c. Level of Service <br />An intersection capacity analysis was conducted for the LOS A <br />existing intersections per the Highway Capacity Manual, -4 _ ' <br />2010. Intersections are assigned a "Level of Service" letter R . <br />grade for the peak hour of traffic based on the number of <br />lanes at the intersection, traffic volumes, and traffic control. <br />Level of Service A (LOS A) represents light traffic flow (free Los c <br />flow conditions) while LOS F represents heavy traffic flow <br />(over capacity conditions). LOS D at intersections is ., <br />typically considered acceptable by most government v <br />agencies. Individual movements are also assigned LOS <br />.• <br />grades. At busy intersections, one or more individual <br />movements may operate at LOS F when the overall LOS D =Acceptable <br />intersection is operating acceptably. This situation <br />commonly occurs at side -street stop controlled <br />IWO. <br />intersections during the peak periods. These LOS LOS F = Unacceptabte— <br />grades represent the overall intersection operation, not <br />individual movements. <br />A summary of the LOS results for the existing peak hours <br />are shown in Table 1 and based on the existingtraffic source: City of <br />San Jose, CA <br />control and lane configurations, shown in Figure 4 in <br />Appendix A. The existing turning movement volumes from the Appendix were <br />used. The LOS calculations were completed with the VISTROTM software <br />package, which uses the methodology detailed in the Highway Capacity Manual <br />2010.
