The second scenario indicates a standard event day. These events are expected to <br />attract between 2,500 and 8,000 visitors (requiring use of both parking lots on the <br />north side of the site) and can occur on both weekdays or weekends. On weekdays <br />the events would roughly take place from 6:00 PM to 9:30 PM. Weekend events of <br />this size will vary in start and end times depending upon the exact type of event. <br />These types of events could occur up to 24 times per year or more. <br />Finally, the third scenario indicates that a major event day and could attract upwards <br />of 19,999 attendees. These larger major event days would likely only occur one to <br />three times a year and would take place on weekends. The major event days would <br />be a full day event starting around 9:00 AM and ending around 7:00 PM. <br />3. Analysis of Existing Day to Day Conditions <br />a. Roadway Network Characteristics <br />Trunk Highway 169 (TH 169) is a four -lane principle arterial roadway with turn <br />lanes supplied at intersections. The roadway provides access to Interstate 94 to <br />the south and is the main north -south arterial providing for regional movements in <br />this area. The posted speed limit is 65 mph. <br />Sherburne County State Aid Highway 33 (CSAH 33), also known as 205th <br />Avenue is a two-lane, east west corridor, providing access between Twin Lakes <br />Road/Jarvis Street and Proctor Road. Turn lanes are provided at the two ramp <br />intersections with the TH 169 interchange. The posted speed limit is 55 mph. <br />217th Avenue is a two-lane dirt roadway that provides access to the expanded <br />ERX parking facilities used during events. <br />MSAS 123, also known as 221St Avenue, is a two-lane, east -west corridor <br />providing access between TH 169 and CSAH 1. The posted speed limit is 45 mph. <br />All existing site access and study intersections operate as side -street stop <br />controlled intersections. All side street to TH 169 intersections are stop controlled <br />with TH 169 traffic able to proceed without stopping. The TH 169 ramps to <br />CSAH 33 are under stop control with CSAH 33 traffic able to proceed without <br />stopping. Figure 4 in Appendix A shows the study intersection's lane <br />configurations. <br />b. Traffic Volumes <br />Intersection video was collected at each study intersection under normal <br />weekday and weekend conditions in September 2016 when there was clear <br />weather. Using these videos, 24-hour turning movement counts were collected at <br />the study intersections on a typical Thursday and Saturday without events at the <br />site. Based on these counts, the weekday PM peak hour is 5:15 to 6:15 PM and <br />the Saturday peak hour is 11:45 AM to 12:45 PM.
