2. Proposed Site Upgrades and Events <br />The proposed ERX site is encompassed by TH 169, MSAS 139 or 213th Avenue to <br />the north, and 219th Avenue to the south. The site is shown in Figure 1 in Appendix <br />A. There are two existing accesses to the site, including: <br />• One full access off TH 169 used for daily operations. <br />• One Right -In -Right -Out (RIRO) Access off TH 169 used during events. This <br />access is public road 217th Avenue. <br />Currently, the ERX site utilizes four parking lots, two of which are on site and owned <br />by ERX, and two which are just north of the site, owned by separate companies, and <br />used under an event parking agreement. During events, the southern two lots are <br />dedicated for vendors and competitors and will not be utilized by visitors. The <br />northern two lots, which are under parking agreements, are dedicated for visitors <br />and supply more than 1,800 parking spots on site. <br />An overflow parking lot is available, located on the west side of TH 169 just south of <br />the development, for those events that may require more than 1,800 parking spots <br />for visitors. This lot appears to have sufficient space to park a minimum of 3,500 <br />vehicles if needed to accommodate a large event. More available land is connected <br />to this existing overflow lot that could provide even more parking space. This land is <br />owned by separate management, but an additional parking agreement could <br />effectively double the size of the overflow lot depending upon the suitability of the <br />land and ability for vehicles to be parked in an orderly manner. See Figures 2 and 3 <br />in Appendix A for the proposed site layout and parking lot locations. <br />The proposed master plan upgrades to the ERX site include: <br />• A permanent off-road truck -track. <br />• Expanded parking with a new 120 vehicle spot lot northeast of the existing <br />lots. <br />• A large campground for overnight stays with 240 parking spots. <br />• Various concessions, maintenance, and event buildings in proximity to the <br />main off-road track. <br />The proposed redevelopment will continue to use the existing accesses off TH 169. <br />An access to the overflow parking lot on the west side of TH 169 is provided via <br />213th Avenue to the south of the existing accesses. This additional accesses are not <br />currently in use by ERX. <br />After site upgrades, ERX events can be subdivided into three separate levels of <br />attendance for the purposes of this traffic evaluation. The first scenario is simply the <br />day to day operations of the site. This would include all non-event days representing <br />the standard daily usage of the site.
