1. Introduction <br />a. Purpose of Study <br />The Elk River Extreme Motor Park, also known as ERX, is an off-road race track, <br />located at 21591 Highway 169, in Elk River, Minnesota that offers year-round <br />race events. Currently, the ERX management is pursuing an expansion to the <br />race grounds to accommodate higher attendance numbers, attract higher end <br />races, and open opportunities for larger events throughout the year. <br />The ERX site is encompassed by Trunk Highway 169 (TH 169) to the west, <br />Minnesota State Aid Street 139 (MSAS 139), also known as 213th Avenue, to the <br />north, and 219th Avenue to the south. <br />The purpose of this study is to document the traffic operation requirements to <br />provide: <br />i. A safe entrance into and exit from the site. <br />ii. Safe and efficient traffic flow to and from the parking lots once vehicles <br />enter the ERX grounds. <br />iii. Safe traffic flow along US highway 169. <br />b. Study Objectives <br />The objectives of this study are: <br />iv. Document how the study intersections currently operate on a day to day <br />basis. <br />V. Forecast the amount of traffic that will utilize the proposed development, <br />and the expected operation, after the site expansion, on a day to day <br />basis. <br />vi. Determine the operational characteristics along TH 169 during two scales <br />of events. <br />vii. Determine the internal operation and routing of vehicles within ERX during <br />the two scales of events. <br />viii. Recommend improvements, with regards to parking, routing, signage and <br />operation, if needed. <br />For the purposes of this traffic study, the study intersections are: <br />i. Trunk Highway 169 & 221stAvenue <br />ii. Trunk Highway 169 & 217th Avenue <br />iii. Trunk Highway 169 Southbound Ramps & County Road 33 <br />iv. Trunk Highway 169 Northbound Ramps & County Road 33 <br />This operational analysis is based upon concept drawings and discussions with <br />ERX management development plan dated September 2, 2016. As long as the <br />general characteristics of the proposed development remain approximately the <br />same as documented here, minor changes in the final design are not expected to <br />alter the results or recommendations of this study. <br />Operational Analysis 1 Elk River Extreme Motor Park <br />
