including nearby sensitive receptors and quality of life. Identify measures that will be taken <br />to minimize or mitigate the effects of dust and odors. <br />Sensitive air quality receptors in the vicinity are limited and include a residential neighborhood <br />located approximately one mile south of the project site and scattered farmsteads adjoining to the <br />project site. There are no schools or hospitals located within 0.5 miles of the project site. No <br />other sensitive air quality receptors are identified. <br />Based on the final design, construction activities that could generate fugitive dust emissions <br />include land clearing and re -grading the off-road truck track and open space, and excavating soil <br />for a stormwater infiltration. The fugitive dust as a result of construction activities is not <br />expected to cause adverse health effects and nuisance concerns, such as reduced visibility on <br />nearby roadways. The fugitive dust generated as a result of long-term operation of the project <br />site is expected to be infrequent and minimal during the two off-road truck race events per year, <br />one weekend each. Fugitive dust from race events will be mitigated by the application of water <br />from tanker trucks as needed. <br />17. Noise <br />Describe sources, characteristics, duration, quantities, and intensity of noise generated during <br />project construction and operation. Discuss the effect of noise in the vicinity of the project <br />including 1) existing noise levels/sources in the area, 2) nearby sensitive receptors, 3) <br />conformance to state noise standards, and 4) quality of life. Identify measures that will be taken <br />to minimize or mitigate the effects of noise. <br />The existing noise environment around the site is dominated by vehicle traffic from Highway 169, a <br />divided highway west of the project site. In addition, other daytime (7:00 am to 10:00 pm) noise <br />sources include active sand and gravel mining and associated truck hauling from adjacent properties <br />to the north. <br />Construction of the project will temporarily generate noise consistent with current adjacent and <br />regional sand and gravel mining noises. Sources of noise will include mobilization of heavy <br />equipment and construction grading activities. Equipment will be fitted with standard noise reduction <br />devices, such as mufflers and broad band back-up alarms. Construction activities will be limited to <br />daytime hours. <br />During operations, the primary source of noise would be from off-road racing vehicles during <br />scheduled events. Other noise sources expected are the public address announcing system and <br />vehicular traffic associated with event attendees. Noise as a result of race events will be infrequent, <br />only during scheduled events and only during the daytime period (7:00 am to 10:00 pm). Hearing <br />protection will be available for sale from vendors. ERX Motor Park may host occasional concerts <br />based on the conditions of permits obtained from the City of Elk River. Quiet hours will be <br />implemented in the campground overnight between 10:00 pm and 7:00 am. <br />The closest sensitive receptors to the site is the single-family residence located approximately 400 <br />feet south west of the off-road truck race track. While noise from the events would be audible to <br />sensitive receptors, actual sound levels experienced would be reduced by the presence of existing <br />mature trees and vegetative screening around perimeter areas of the site. The rolling topography of <br />the project site will also help dampen the noise levels to the surrounding areas. Nearby residents will <br />be notified in advance of events. <br />Page 21 <br />
