18. Transportation <br />a. Describe traffic -related aspects of project construction and operation. Include: 1) existing <br />and proposed additional parking spaces, 2) estimated total average daily traffic generated, <br />3) estimated maximum peak hour traffic generated and time of occurrence, 4) indicate <br />source of trip generation rates used in the estimates, and 5) availability of transit and/or <br />other alternative transportation modes. <br />1) Existing and proposed additional parking spaces, <br />The existing onsite parking lots have space to accommodate 2,260 vehicles when utilized to <br />full capacity. During Event days 1,800 onsite spots are reserved for visitors, with the <br />remaining 460 lots being used for truck and trailer parking for the competitors and pit crew. <br />There are no additional onsite parking spaces in the proposed plan, however more than 3,000 <br />additional parking spaces are available through a parking agreements with an adjacent tenant. <br />The event parking agreement areas will not require any additional grading. These areas have <br />been previously mined or graded and contain numerous areas that are appropriate for parking. <br />See the Traffic Management Plan for additional details regarding parking. <br />2) Estimated total average daily traffic generated, <br />The Elk River Extreme Motor Park (ERX) is expected to generate 253 total trips on a day-by- <br />day basis. ERX also holds racing events that draw a large number of spectators. The <br />management expects to hold up to 24 events a year with attendance between 1,500 and 6,000 <br />visitors and one to three events a year with spectator draws up to 19,999. <br />Based on a standard vehicle occupancy of 3.0 people per vehicle, these events could generate <br />approximately 500 to 6,667. See the Traffic Management Plan for additional details. <br />3) Estimated maximum peak hour traffic generated and time of occurrence, <br />A traffic study was conducted to analyze weekday and weekend peak traffic flows. The <br />maximum peak hour traffic within the study area occurs from 5:15 to 6:15 PM on weekdays <br />and 11:45 AM to 12:45 PM on weekends based on counts obtained for this study. It is <br />expected that the proposed development's maximum traffic will also occur during this time <br />on a standard day. Within these peak hours, the proposed site is expected to generate 19 total <br />trips, consisting of 13 entering vehicles and 6 exiting vehicles. <br />During event days, the peak period of traffic depends on the start and end time of the event. <br />However, a medium scaled event is expected to generate up to 500 entering trips during the <br />peak entrance hour and 584 exiting trips during the peak exit hour. For a large scale event an <br />estimated 2,250 entering trips and 1,750 exiting trips can be expected during their respective <br />entering and exiting peak hours. <br />See the Traffic Management Plan (Appendix T) for a full description of the peak hour traffic <br />in addition to its recommendations for traffic control. <br />4) Indicate source of trip generation rates used in the estimates, <br />Page 22 <br />
