During construction activities there may be minor, temporary visual effects including silt fencing, <br />staged construction materials, and heavy equipment at the project site. These activities, would be <br />short term, temporary and limited to the duration of the construction. Following construction, <br />aesthetics would improve. Construction equipment will be removed and all construction materials <br />will be utilized or disposed. Exposed soil would be graded accordingly and revegetated to prevent <br />erosion. Silt fences will be removed upon adequate revegetation and stabilization of upslope areas. <br />The project site is generally screened from Highway 169 and adjacent properties by existing mature <br />trees and rolling topography. The project design is to preserve as much of this screening as possible <br />along the property perimeter to limiting views of the off-road truck track from neighboring properties. <br />16. Air: <br />a. Stationary source emissions - Describe the type, sources, quantities and compositions of any <br />emissions from stationary sources such as boilers or exhaust stacks. Include any hazardous <br />air pollutants, criteria pollutants, and any greenhouse gases. Discuss effects to air quality <br />including any sensitive receptors, human health or applicable regulatory criteria. Include a <br />discussion of any methods used assess the project's effect on air quality and the results of <br />that assessment. Identify pollution control equipment and other measures that will be taken <br />to avoid, minimize, or mitigate adverse effects from stationary source emissions. <br />Not applicable. There are no stationary source emissions. <br />b. Vehicle emissions - Describe the effect of the project's traffic generation on air emissions. <br />Discuss the project's vehicle -related emissions effect on air quality. Identify measures (e.g. <br />traffic operational improvements, diesel idling minimization plan) that will be taken to <br />minimize or mitigate vehicle -related emissions. <br />Vehicle related air emissions include carbon monoxide, hydrocarbons, NO., particulate matter <br />and sulfur dioxide from automobiles, trucks and construction equipment. <br />During the construction period, emissions from internal combustion engines will occur from <br />heavy construction equipment. To reduce the emission of pollutants, engines will be properly <br />maintained and measures will be implemented to limit emissions by decreasing idle times on <br />vehicles and equipment. <br />Emissions from passenger vehicles will be increased in the area by attendees traveling to the <br />facility for the bi-annual events. Vehicle idling will be minimized by implementing event <br />specific parking and circulation plans to ensure prompt, efficient and safe spectator parking. <br />Emissions from off-road trucks competing in the races will be minimal, infrequent and short- <br />term. <br />Campfires will be required to comply with all applicable state and local requirements. Campfires <br />will be limited to no more than three feet in height and three feet in diameter. Material burned <br />will be limited to clean, dry wood. Oils, rubber, plastics, chemically treated materials, painted <br />wood, or garbage will be prohibited from burning. <br />c. Dust and odors - Describe sources, characteristics, duration, quantities, and intensity of <br />dust and odors generated during project construction and operation.
