Procurement Process for Insurance Broker: Staff requested permission for the <br />NCDA to issue a Request for Qualifications (RFQ) for Administrative and <br />Brokerage Services for an Owner-Controlled or Other Insurance Program. Staff <br />believe that the NCDA should engage an insurance consultant/broker to perform <br />professional services in connection with the Project, to recommend whether OCIP <br />is appropriate for the design and construction phase of the Project, to advise the <br />NCDA concerning appropriate risk management techniques during the testing and <br />operations phases of the Project, and, if requested, to provide insurance and other <br />risk transfers appropriate to the Project. Once RFQ's have been received by <br />interested consultants/brokers, the NCDA will develop a short list of insurance <br />consultants/brokers which the NCDA determines are more capable of meeting the <br />needs of the Project. The schedule of the RFQ and RFP events would be as <br />follows: November 2, 2000 - NCDA authorizes issuance of RFQ; November 2, <br />2000 - release and publication; November 24, 2000 - Deadline for submission of <br />questions; December 1, 2000 - Responses due; and December 14, 2000 __ <br />Approximate date of interviews; January 4,2001 - NCDA selects qualified <br />insurance consultants/brokers for short list; January 4,20001 - Mailing of Request <br />for Proposals to short list; January 11,20001 - Pre-proposal conference for <br />briefing of pre-qualified consultants/brokers; February 6,2001 - Proposals due; <br />March 1,2001 - NCDA authorizes negotiations with one or more proposers; March <br />2-26, 2001 - negotiations; and April 5, 2001 - contract awarded to successful <br />proposer by NCDA. A motion was made by Lewis Stark to recommend that the <br />NCDA authorize issuance of an RFQ in Novemberfor Administrative and <br />Brokerage Services for an Owner-Controlled or Other Insurance Program and <br />approval of the procurement process as listed above. Sullivan to attend the IRMI <br />Construction Risk Conference regarding insurance, surety and risk management <br />issues in Atlanta, Georgia. Their attendance at the Training Conference will assist <br />the NCDA in reviewing the proposals which come in in response to the RFQ being <br />issued in November. Paul McCarron made a motion approving the costs incurred <br />by C. Herrmann and J. Sullivan to attend the Training Conference in Atlanta, <br />Georgia, November 13 through 16, 2000. Update on Cities' Actions on the Advanced Corridor Plan: Most of the cities with <br />station sites have approved the Advanced Corridor Plan with conditions, except for . <br />the City of Fridley and the City of Clear Lake.
