Recognizing that there are sand and gravel mining operations to the south the north of the
Project, Baldwin Ave NW and possibly 225th Street Ave NW (located south of the Site, within the
Knife River mine site), should also be lowered to be conducive to future land use. Lowering the
vertical alignment will require coordination with the adjacent property owners. For the
purposes of this EAW the Project only considers lowering that portion of Baldwin St NW that lies
adjacent to the Project boundaries. The realignment is assumed to begin north of the residential
property that is located southeast of the Project and southeast of Baldwin St NW. The lowering
would continue to the northern property line of the Site. It is assumed that coordination with
the Toth mine would result in lowering of the alignment to the north into Lavonia Township
where Baldwin Ave NW turns into 112th Street NW.
In order to accommodate grading for the vertical realignment, one agricultural outbuilding
would be required to be removed east of Baldwin Ave NW. Based on information from the
National Wetland Inventory, grading limits to the east would not encroach on any existing
wetland basins. Erosion and sedimentation control measures and best management practices
required for construction projects would be implemented. No direct or indirect impacts to
wetlands are anticipated as discussed in a subsequent section of this EAW.
c. Explain the project purpose; if the project will be carried out by a governmental unit, explain
the need for the project and identify its beneficiaries.
The purpose of the Project is to provide aggregate material for use in various construction
materials and projects throughout the northwestern metropolitan area. The aggregate
produced at the Site will be used for roads and buildings in both the public and private sectors.
Aggregate from the Site may be used in the production of bituminous asphalt and ready-mix
concrete, aggregate base, general fill and ice control.
e. Are future stages of this development including development on any other property planned
or likely to happen? ❑Yes Q No
if yes, briefly describe future stages, relationship to present project, timeline and plans for
environmental review.
Environmental Assessment Worksheet Page 5
Elk River Sand and Gravel Mines:Tiller Corporation and Max Steininger, Inc.
