Mineral excavation operations and related facilities are a conditional use within the mineral <br /> excavation overlay district. Two separate Conditional Use Permits (CUP) will be requested, one <br /> for the Steininger property and one for the Tiller property. <br /> The Project will allow the mining and processing of a high quality deposit of sand and gravel that <br /> will be processed for use as construction aggregates to serve the growing demand within the <br /> local area and the City of Elk River. The Site is surrounded by several other mining operations <br /> and is located adjacent to the Elk River Mining District Environmental Impact Statement (Elk <br /> River EIS) study area. Although not included in the study area, much of the information gathered <br /> in the study is relevant to the Site. <br /> Active mining will begin by stripping topsoil and overburden from the Site using scrapers, <br /> excavators, off-road trucks and dozers. Overburden and topsoil will be shaped into perimeter <br /> berms. Extraction of the aggregate deposit will be accomplished with loaders and excavators. <br /> Mining will extend into the water table. Processing will include crushing, screening, and <br /> washing. Recycled concrete and asphalt will be processed at the Site. Equipment and screening <br /> berms will be placed to insure compliance with both daytime and nighttime noise standards. <br /> Reclamation will include backfilling, sloping and establishment of grades which accommodate <br /> the final land use of the Site. Some of the materials used for backfilling may include clean fill <br /> imported from construction sites. The Proposer's will work with each other and adjacent mining <br /> operators to the north and south of the Site to mine and reclaim common mining borders. <br /> Baldwin St. NW may also be lowered in the future in coordination with adjacent mining <br /> operations. <br /> There will be minimal amounts of solid waste generated by the Project. There is an existing <br /> residence, garage and outbuildings, located on the northeast parcel of the Site which will <br /> eventually be removed, creating a minimal amount of demolition debris. If Baldwin St NW is <br /> lowered, an additional out building located east of the road will also be demolished. All <br /> demolition waste generated from removal of these existing structures will be hauled to a <br /> licensed disposal facility. No permanent structures will be constructed on-site. The Project <br /> (including both proposed mining sites) is estimated to last 30 years or more. <br /> Vertical road profiles adjacent to mined areas were one of the main transportation issues <br /> studied in the Elk River EIS. The City recognized that leaving existing roads at their original <br /> elevations would prohibit future development by making them inaccessible from adjacent <br /> property and create potential for structural instability caused by erosion. The Elk River EIS <br /> concluded that the roads should be lowered along with the surrounding property. As mining has <br /> progressed through the gravel mining district, roads have been realigned and their vertical <br /> profiles lowered, consistent with the mined areas reclamation grades. Examples include <br /> portions of 221ST Ave NW, and County Roads 77 and 33.
