6.Project Description: <br /> a. Provide the brief project summary to be published in the EQB Monitor, (approximately 50 <br /> words). <br /> Tiller Corporation and Max Steininger, Inc. (Proposers) control adjacent properties located in Elk <br /> River, MN (Site or Project Area). The entire Project Area encompasses 142 acres. The Proposers <br /> are seeking to amend the zoning to include mineral extraction overlay and to permit the <br /> properties under two separate conditional use permits to allow for coordinated sand and gravel <br /> mining operations (Project). Site operations will include stripping, extraction, processing, <br /> recycling of concrete and asphalt and comprehensive site reclamation. <br /> b. Give a complete description of the proposed project and related new construction, including <br /> infrastructure needs. If the project is an expansion include a description of the existing facility. <br /> Emphasize: 1) construction, operation methods and features that will cause physical <br /> manipulation of the environment or will produce wastes, 2) modifications to existing <br /> equipment or industrial processes, 3) significant demolition, removal or remodeling of existing <br /> structures, and 4)timing and duration of construction activities. <br /> The Project involves the establishment of two separate sand and gravel mining operations on <br /> adjacent properties located in the very northern portion of Elk River. Max Steininger, Inc. owns <br /> 61.7 acres of land in the northern half of the project area (PIDs: 751031101 and 7578020105) <br /> and Tiller Corporation has a purchase agreement on 62.6 acres (PIDs: 751031300 and a portion <br /> of 751031400). An additional 18+/- acres which includes Baldwin Street and areas east of <br /> Baldwin Street (PIDs: 751031105 and 751031400) are also likely to be mined in order to <br /> accommodate the lowering of the roadway as well as achieving reclamation grades better suited <br /> to future development. The mining extent on the additional property will be limited to the <br /> elevation of approximately 980 feet msl. Mining depths may be lower than 980 feet msl and the <br /> area will be reclaimed to an appropriate elevation needed to achieve the final road alignment. <br /> The eastern parcel of the Tiller property includes a total of 69 acres, 7.3 acres are located west <br /> of Baldwin Street and 62 acres are located east and southeast of Baldwin Street.The Project will <br /> require a lot split to create two separate parcels on either side of Baldwin Street. Only the 7.3 <br /> acre parcel located west of Baldwin is included in the Project Area. Figure 1: General Location <br /> Map, illustrates the location of the Site with respect to Sherburne County. Figure 2: USGS Quad <br /> Map Excerpt, shows the topography and natural features of the Site and surrounding area. <br /> Figure 3: Parcel Map, illustrates the ownership and acreage of the individual parcels described <br /> above. <br /> The Site is zoned CRT, Commercial Reserve Transition, and will require a zone change and <br /> amendment to the City Zoning Map to include a mineral excavation overlay zoning district over <br /> the Project Area. The purpose of the mineral excavation overlay zoning district is to provide a <br /> specific zoning district for the establishment of sand and gravel mining operations. The Site <br /> meets all criteria for the zone change.
