b. Discuss the effect on traffic congestion on affected roads and describe any traffic <br /> improvements necessary. The analysis must discuss the project's impact on the regional <br /> transportation system. <br /> if the peak hour traffic generated exceeds 250 vehicles or the total daily trips exceeds 2,500, a <br /> traffic impact study must be prepared as part of the EAW. Use the format and procedures <br /> described in the Minnesota Department of Transportation's Access Management Manual, <br /> Chapter 5 (available at: http://www.dot.state.mn.us/accessmanagementlresources.html) or <br /> a similar local guidance. <br /> The two project proposers anticipate sharing a Site access to Baldwin Street as indicated on <br /> Sheet C2, Site Plan. The majority of traffic is anticipated to go south on Baldwin to 225th Avenue <br /> NW and then both north and south on U.S. 169 which is equipped with turn lanes and <br /> acceleration lanes. <br /> c. Identify measures that will be taken to minimize or mitigate project related transportation <br /> effects. <br /> The Project proposers will work with MnDOT and the City of Elk River in developing U.S. 169 <br /> corridor improvements including the need for new interchanges and frontage/backage <br /> roadways that may be necessary through or near the project area. <br /> 19. Cumulative potential effects: (Preparers can leave this item blank if cumulative potential effects <br /> are addressed under the applicable EAW Items) <br /> a. Describe the geographic scales and timeframes of the project related environmental effects <br /> that could combine with other environmental effects resulting in cumulative potential effects. <br /> The Site is located in an area characterized by high quality sand and gravel deposits. As a result, <br /> sand and gravel mining has been an on-going land use in the area for the past several decades. <br /> The operation of several different mine sites spreads this production out among active sites but <br /> all within the same geographic area. Collectively these mine sites have been and will continue to <br /> produce the volume of material needed to meet local demand. Adding a new source location <br /> will have no significant effect on overall cumulative impacts on regional environmental effects. <br /> b. Describe any reasonably foreseeable future projects (for which a basis of expectation has <br /> been laid) that may interact with environmental effects of the proposed project within the <br /> geographic scales and timeframes identified above. <br /> No future projects are known at this time although it can be reasonably expected that <br /> eventually the majority of land that is currently zoned mineral excavation district overlay or <br /> guided mining will be mined in the future. <br /> c.
