Table 24-1: Minnesota Noise Standards
NAC Daytime 7 am - 10 pm Nighttime 10 pm - 7 am
L50(d BA) L10(d BA) L50(d BA) L10(d BA)
1 60 65 50 55
2 65 70 65 70
3 80 75 80 75
Mitigation measures to be implemented at the Site to reduce sound levels at surrounding receptors
include:
• Mining and processing will be subject to setbacks established by the City of Elk River Mining
Ordinance shown on Sheet C2, Site Plan. The setback areas and perimeter berms constructed
within the setback areas will reduce sound emissions from the site at nearby residents.
• Operation of processing equipment on the mine floor utilizing stockpiles and mine faces as a
topographic shield to reduce sound levels travelling off-site.
• Maintaining operating equipment and use of standard noise control equipment such as
mufflers.
• Use of broad band back up alarms when possible on equipment operating on-site that
frequently backs up. Sound from broad band back up alarms dissipates more quickly due to
different frequencies than traditional back up alarms and are approved by the Federal Mine
Safety Health Administration (MSHA)for use in at mine sites.
• Use of a circular loading pattern for trucks entering the site to reduce back up maneuvers and
frequency of back up alarms on haul trucks.
18. Transportation
a. Describe traffic-related aspects of project construction and operation. Include: 1) existing and
proposed additional parking spaces, 2) estimated total average daily traffic generated, 3)
estimated maximum peak hour traffic generated and time of occurrence, 4) indicate source of
trip generation rates used in the estimates, and 5) availability of transit and/or other
alternative transportation modes.
• There will be no designated Site parking spaces. Parking requirements vary throughout the
mining season depending upon the nature of the activities that are occurring at any given
time. Employee parking will be located across the mine floor and locations may vary
depending upon the progression of mining.
• The estimated total average daily traffic generated from both site operations combined is
estimated to be approximately 120 loads (240 truck trips) per day.
• The estimated maximum peak hour traffic generated is 75 loads (150 truck trips) per hour
and is expected to occur between 7 am and 9 am.
• The source of trip generation rates is based on tons of material imported and exported and
average capacity of haul trucks.
• Truck hauling is the only transit option available.
Environmental Assessment Worksheet Page 25
Elk River Sand and Gravel Mines:Tiller Corporation and Max Steininger, Inc.
