MOTION CARRIED 5-0. <br /> <br />It was the consensus of the Council to set the assessment rate per residential unit at $6,000. <br /> <br />5.10. Approve Natural Resources Inventory <br /> <br />Staff report submitted by Director of Planning Michele McPherson. Ms. McPherson stated <br />the Council previously reviewed the Natural Resources Inventory and she requested <br />approval of the document. <br /> <br />MOVED BY COUNOLMEMBER TVEITE AND SECONDED BY <br />COUNOLMEMBER KUESTER TO APPROVE THE NATURAL RESOURCES <br />INVENTORY. MOTION CARRIED 5-0. <br /> <br />3.4. Consider Resolution Adopting 205 Pay Plan for Non-Oq;anized Employees <br /> <br />Gty Administrator Pat Klaers discussed the 2005 pay plan for non-organized employees. He <br />recommended a 3% cost of living increase for non-organized employees. Mr. Klaers stated <br />the building inspectors have attended this meeting as they are uncertain if they will be <br />receiving the 3% increase. <br /> <br />Mr. Klaers further stated that the building inspectors' wages are approximately 2% higher <br />than all other employees and this means they are out of compliance with the pay plan. Mr. <br />Klaers stated the inspectors are concerned their pay will be held back as they did not receive <br />the 4% pay increase in August that all other non-organized employees received. <br /> <br />Mr. Klaers stated staff is looking for the intent of the Council for the cost of living increase <br />and would like feedback on how to correct the situation with the inspectors' pay being out <br />of compliance with the pay plan. He stated one option could be to raise all other employees <br />the remaining 2% (approximately $65,000 citywide) over time in order to have everyone be <br />equal within the pay plan. <br /> <br />Councilmember Motin stated the intent for the wage increase in August was to help <br />employees catch up to the local average, not to hold the inspectors back He stated the rest <br />of the employees' wage increases may have to be changed in the near future as the budget <br />allows. He sated that all non-organized employees should get the 3% cost of living increase. <br /> <br />Councilmember Dietz stated the adjustments were planned to be made over time. <br /> <br />Mayor Klinzing stated the pay plan adjustment needs to be determined over time; it can't be <br />made fair all at once. <br /> <br />The Council would like staff to bring the pay plan back before the July step increase with <br />options on how to remedy the pay equity discrepancies. <br />
