Ms. <br />Steinmetz stated MetroPlains is requesting action on this item now so they can coordinate <br />their construction schedule. <br /> <br />Keith Holme, Kemper Drug-questioned what effect the TaskForce is going to have on the <br />developer agreement. Ms. Steinmetz reiterated that the Task Force's focus will be on the <br />King Avenue parking lot but that TaskForce members were told that staff would facilitate <br />me~ting.s after the King Avenue lot is completed if the task force wishes to discuss general <br />project ISSueS. <br /> <br />MOVED BY COUNOLMEMBER DIETZ AND SECONDED BY <br />COUNOLMEMBER TVEITE TO APPROVE THE CONSTRUCTION <br />STAGING AND PARKING PLAN. MOTION CARR.IED 5-0. <br /> <br />5.2. (})nsider Downtown Railroad Quiet Zones <br /> <br />Director of Planning Michele McPherson requested Council direction regarding the <br />establishment of railroad quiet zones for downtown Elk River (Main Street, Jackson <br />Avenue, and Proctor Avenue). She stated MetroPlains Development is requesting the city <br />proceed with this issue and the first step in the process would be to have Burlington <br />Northern run incident analysis studies for the three intersections. <br /> <br />(})uncilmember Tveite stated he is more concerned about the railroad signal noise at <br />Meadowvale Road because it is located in a residential area. He stated costs for establishing <br />quiet zones are exorbitant and questioned who would be paying for it. <br /> <br />Councilmember Kuester stated it wouldn't hurt or cost the city anything to get the incident <br />analysis studies completed. Councilmemher Morin concurred. <br /> <br />(})uncilmember Tveite requested an incident analysis study for Meadowvale Road also. <br /> <br />Mayor Klinzing stated the studies should be done for all crossings in Elk River. The Council <br />concurred. <br /> <br />5.3. Request by Fischer Sand & Aggregate. LLC/ Associated Investors of Elk River. Inc. for <br />Final Plat Approval (Elk River Oossing 6th Addition). Case No P 04- 22 <br /> <br />The applicant has requested this item be continued until February 22, 2005. <br /> <br />MOVED BY COUNOLMEMBER TVEITE AND SECONDED BY <br />COUNOLMEMBER KUESTER TO CONTINUE THIS ITEM UNTIL <br />FEBRUARY 22, 2005. MOTION CARR.IED 5-0. <br /> <br />Councilmember Motin questioned if the city engineer has looked at how corrections will <br />need to be made to Zane Avenue near Wal-mart. He questioned if they were considering the <br />3-lane configuration and expressed safety concerns with alternating traffic using the center <br />lane. <br /> <br />Mr. Maurer stated the 3-lane configuration should be a viable alternative on Zane Avenue. <br />
