Open Mike <br /> <br />Dave Burandt, 19118 Tyler Street-Stated opposition to the city installing a cul-de-sac that <br />will close Line Avenue. He questioned how many signatures he would need on a petition in <br />order for the city to reconsider this issue. <br /> <br />Mayor Klinzing stated that there isn't a set amount of signatures that are need on a petition <br />to reconsider the issue. <br /> <br />4.1. Association of Minnesota Eme~ency Managers-Outstanding Director Metro Region 2004 <br />Bruce West. G%f Elk River <br /> <br />Gty Administrator Pat Klaers stated that Fire Ollef Bruce West has received the 2004 Metro <br />Region Director of the Year Award. He stated he believes the award is not just related to <br />activities in 2004 but is for the accomplishments Chief West has made during the past ten <br />years in emergency management for Elk River. He stated Chief West was a leader in building <br />the Emergency Operations Center, a second Fire Station, and has completed numerous <br />drills and training exercises for staff. <br /> <br />Police Chief Jeff Beahen stated that Chief West has done a great job with public safety and <br />that it is an honor for him to get this award as he had to beat out directors in ten metro <br />counties in order to receive the award. <br /> <br />Mayor Klinzing thanked Chief West for a job well done. <br /> <br />Chief West stated it was an honor to receive this award and he couldn't have done it without <br />the support of city staff and the Council. <br /> <br />5.1. Consider Downtown Revitalization Proiect Construction Staging and Parking <br /> <br />Assistant Director of Economic Development Heidi Steinmetz submitted the staff report. <br />Ms. Steinmetz stated MetroPlains Development is requesting approval to use the two city- <br />owned lots for contractor parking and material staging. She discussed the current parking lot <br />usage. Ms. Steinmetz stated the map shows material staging in the lot south of the railroad <br />tracks and contractor parking in the lot north of the railroad tracks but the city engineer has <br />recommended switching them around so that hauling of materials will be more direct to the <br />work sites. <br /> <br />Councilmember Kuester questioned how much hauling of materials would be occurring. <br /> <br />LaVerne Hanson, Jr., Vice President of MetroPlains Development-stated his company's <br />goal is to stage most of the materials at the work sites so that the parking lots would mainly <br />be used for contractor parking. <br /> <br />Councilmember Motin questioned if the King Avenue Parking Lot Task Force has had a <br />chance to review this plan. Ms. Steinmetz stated the Task Force will be meeting specifically <br />for the King Avenue parking lot and their first meeting is scheduled for January 4, 2005. The <br />Task Force has a set agenda (specifically regarding the King Avenue parking lot) for their <br />first five meetings. <br />
