Proper signage must be called for during all stages of the work and semi-truck and <br /> other delivery truck access must also be considered. While some inconvenience and disruption is <br /> unavoidable, the impact will be significantly reduced by well thought out staging and traffic control plans. <br /> Project Management Plan <br /> It is our company policy to create a Project Management Plan at the beginning of every project to ensure <br /> that all project goals and objectives are met. The Project Management Plan will further identify each <br /> team member's specific role in the proposed project and the deadline for each specific task to ensure that <br /> all major steps in the critical path are completed within the timeframe that is necessary to deliver the <br /> project within the time that is allotted. <br /> Development of Detailed Plans <br /> Our 40 years of experience focusing on infrastructure projects gives us the project understanding needed <br /> to prepare the detailed plans necessary for a successful project. It will be necessary to perform a detailed <br /> topographic survey of the existing streets, utilities, driveways, and other features scheduled for <br /> reconstruction. Our detailed plans will specifically show all removals, proposed work, features to protect <br /> (ex. trees) and will eliminate any confusion by the Contractor, allowing them to submit a confident and <br /> competitive bid. <br /> Qualified Construction Observer <br /> The overall quality and longevity of the improvements is highly dependent on the level of skill and the <br /> standard of work to which the Contractor is held. We firmly believe that construction observation by a <br /> qualified Construction Observer is required to ensure long lasting value to the City. In addition to holding <br /> Mn/DOT certifications, the Construction Observer that we have dedicated to this project has extensive <br /> experience in the construction of urban and rural streets and utilities. <br /> Highly Skilled and Organized Team <br /> The City of Elk River needs a consultant that is highly organized, has an established and streamlined <br /> Quality Program, is skilled in the area of design, and has sufficient in-house staff to complete the required <br /> work within a relatively short time frame such that the goal of fully executed plans and specifications can <br /> be realized for construction in 2017. The engineers dedicated to this project and discussed in Section 4 of <br /> this proposal have successfully completed many similar projects. <br /> B. Work Plan <br /> We fully understand that our required Responsibilities and Deliverables will be similar to those as <br /> outlined in the Request for Proposals. This Work Plan summarizes the major tasks that will be performed <br /> with each phase of the project. The major tasks are defined as those tasks that could affect the critical <br /> path of this project. The following pages summarize the anticipated tasks and deliverables for each phase. <br /> A proposed project schedule is also presented in Section 5 of this proposal. <br /> Project Approach, Page 5 <br />
