Project Approach - Section 3 <br /> A. Project Approach <br /> The true measure of an effective approach to managing tasks is the ability to deliver the expected results <br /> on time and within budget. We at Hakanson Anderson are accountable for our work and obligations. Our <br /> project approach and work plan for this project is based on our thorough understanding of the project. <br /> Our approach is focused around providing a strong experienced team. It is our goal to exceed the City of <br /> Elk River's expectations in all aspects of the project. Major elements required to successfully complete <br /> the project within the timeframes allowed include the following: <br /> • Coordinating a Public Process <br /> • Communication/Project Management Plan <br /> • Development of Detailed Plans <br /> • Qualified Construction Observer <br /> • Highly Skilled and Organized Team <br /> A brief description of these major elements are as follows: <br /> Coordinating a Public Process <br /> Coordinating a public process requires excellent communication skills, a thorough understanding of the <br /> project, and a thorough understanding of the clients' goals and policies. Further, the ability to adapt and <br /> respond to situations when or if misinformation is presented is crucial. There is no single factor that is <br /> more damaging to a project than misinformation, and if it is presented it must be dealt with immediately <br /> in a professional manner. In order to be successful and gain the trust of the project stakeholders, the <br /> facilitator must present accurate information and have the skills to communicate the benefits of the <br /> proposed improvements. Further, it is crucial that the design team listen to public comment, evaluate it <br /> for merit, and openly discuss the decision making process. Our experience has shown us that stakeholders <br /> all lend different points of view to various aspects of the project and those points of view must be <br /> considered. When project stakeholders are treated with respect, they typically return the favor. <br /> Communication Plan ki 11 <br /> We propose to utilize a variety of methods to communicate relevant project information to the public. We <br /> propose to utilize a combination of mailed notices, project web pages and social media to deliver updates <br /> and other media to affected residents and business owners at strategic times during the various stages of <br /> the projects. <br /> Detailed Traffic Control and Staging Plans <br /> In order for this project to be successful a significant amount of effort and thought must be put into <br /> preparing detailed traffic control and staging plans. If the traffic control and staging plans are not adequate <br /> and the Contractor is allowed to"open up" all project areas at one time, there will likely be many unhappy <br /> residents and business owners. Staging plans that require a Contractor to finish one project area before <br /> opening up a new project area will be absolutely necessary. <br /> Project Approach, Page 4 <br />
