does not want to see the proposed HOA disappear or dissolve, which may result in the potential for <br />decreased maintenance of the properties intended to be maintained by a third party. <br />The applicant requests the front property line extend to the right-of-way line, eliminating a common area <br />in front of the building and leaving the driveways under ownership of the homeowner. They have also <br />requested that the rear property line be expanded to 20 feet. <br />The Planning Commission's recommendation aligns with the applicant's requested adjustments to the <br />property lines. <br />Condition Four — Sunset Ridge Connection <br />Staff recommends this condition not be included in the approval of the project. The connection provides <br />safe alternatives for property owners in Sunset Ridge to exit through Mike Meadows onto Cleveland <br />Avenue and not have to make a left turn onto Twin Lakes Road, improves vehicular and pedestrian <br />connectivity between developments and within the city, improves circulation for emergency vehicles, and <br />improves service vehicle patterns. (plows, garbage trucks, mail delivery, etc.) <br />The Planning Commission's recommendation aligned with a significant number of residents concerned <br />about an increase in traffic through the Sunset Ridge development that may result from a connection <br />between the two developments. The Commission cited safety concerns for motorists at the intersections <br />of Lincoln/Twin Lakes Road and Kennedy/Twin Lakes Road, and their desire to not increase traffic at <br />those points. The recommendation was to replace the road connection with a pedestrian trail and to plat <br />a full width right-of-way <br />The applicant is ok with both recommendations and will construct what is directed by Council. <br />Public Hearing <br />The City Council held a public hearing, receiving comments from a number of residents expressing <br />concern over the proposed connection between Sunset Ridge and Miske Meadows. They noted the <br />intersections of Lincoln/Twin Lakes Road and Kennedy/Twin Lakes Road are already difficult to <br />navigate with the small number of homes in the development, and that if the connection is made, <br />motorists will begin using Sunset Ridge as a shortcut to the Miske Meadows project, significantly <br />increasing traffic through their neighborhood. <br />The residents also spoke to the traffic along Twin Lakes Road and the potential impacts that may occur <br />as a result of the development. Some residents do not agree with staffs evaluation that the 2004 traffic <br />study done as part of the River Park environmental assessment is still valid.
