THE CITY OF ELK RIVER <br /> • REQUEST FOR PROPOSALS <br /> HISTORIC CONTEXT STUDY AND RESOURCES SURVEY <br /> PROJECT SCOPE <br /> The City of Elk River,through its Heritage Preservation Commission(HPC),is seeking a <br /> qualified consultant to assist in preparing a historic context study of the city and a focused <br /> historic resources survey (Phase 1) of its downtown area. Boundaries of the focused <br /> resource survey area are shown on the attached Exhibit A. These defined limits of the <br /> focused resource survey contain approximately 210 properties within an approximate 122 <br /> acre land area. This portion of the project will result in a comprehensive inventory and <br /> report of historic sites within the focused study area relating to the historic contexts <br /> identified for the city, as well as recommendations for the eligibility of properties based on <br /> both the eight standards found in Section 900.10 (21) (C) of the Elk River Code of <br /> Ordinances for rezoning to Heritage Preservation Overlay Zoning District(attached Exhibit <br /> B)and the four criteria for determining eligibility for the National Register. Additionally,the <br /> city is requesting a scope of work and budget to conduct a Phase 2 evaluation for up to ten <br /> properties within the study area. <br /> The consultant selected for the project will meet Secretary of Interior Professional <br /> Qualification Standards(Federal Register,September 29, 1983)and willutilize the Minnesota <br /> • State Historic Preservation Office document entitled Guidelines for SHPO <br /> Architecture/History Projects(July 1991)as a guide in completing the project.All work to <br /> be completed under this project will conform to the Secretary of Interior's Standards for <br /> Archaeology and Historic Preservation(September 29, 1983).Both City staff and volunteers <br /> from the Heritage Preservation Commission will contribute to the project by assisting the <br /> consultant with research and by reviewing drafts of the report. <br /> The project will be carried out in conformance with the timeline as found on Exhibit C. <br /> In completing the project, the consultant will be required to: <br /> A. Work with the HPC and city staff. <br /> B. Prepare a historic context study of the city. <br /> C. Conduct specific research design following the Secretary of Interior's Guidelines for <br /> Identification (Federal Register, September 29, 1983). Develop survey forms. <br /> D. Conduct a reconnaissance survey(Phase 1)of approximately 210 properties-within a <br /> defined approximate 122 acre survey area. <br /> E. Conduct a Phase 2 evaluation for up to ten properties,at the discretion of the HPC. <br /> F. Prepare individual file folders for each site to include one to two(35 MM)black and <br /> white photos,survey forms,location maps,and other site documentation.Forms for <br /> each site shall be numbered according to the recommended SHPO numbering <br /> system. <br /> G.
