If a redevelopment project requires a federal permit,a State Historical Preservation <br /> Office(SHPO) review is triggered. SHPO will require a Phase 2 evaluation of the <br /> buildings identified as potentially significant during the Phase 1,before they can be <br /> razed. The HPC feels confident that the context study and Phase 1 survey can be <br /> conducted for the$12,000 estimate. If it turns out that a great number of buildings <br /> downtown do require a Phase 2 evaluation,it might be that a decision on which ones <br /> to do at this time will have to be made to stay within the budget. <br /> The HPC does not anticipate numerous buildings in the downtown area requiring a <br /> Phase 2 evaluation because they are either less than fifty years old or they have been <br /> altered to an extent that their original integrity can not be restored. They do, <br /> however, eligible anticipate some buildings being for Nation Register status. <br /> The following exhibits are included with the RFP: <br /> ➢ Exhibit A-A map of the Downtown Study Area,which will be used to identify the <br /> boundaries for the Phase 1 survey. <br /> ➢ Exhibit B - The eight criteria that are considered during a rezoning to "Heritage <br /> Preservation Overlay Zoning District". <br /> ➢ Exhibit C - A timeframe for conducting the context study, Phase 1 survey and <br /> • Phase 2 evaluation. This timeframe is ambitious, but the Heritage Preservation <br /> Commission is trying to complete the studies as timely as possible. <br /> Attached to this memo is a fairly comprehensive list of qualified local firms that that have <br /> done similar studies for other municipalities. All those on this list will be sent a RFP. <br /> The last attachment to this memo is a letter from Michael Koop of the State Historic <br /> Preservation Office. In his letter,Mr.Koop talks about financial incentives for rehabilitating <br /> income-producing historic buildings, the regulations associated with the demolition of <br /> properties with National Register potential and other related issues. <br /> • <br />
