y <br />F <br />F7_ �� - Hot. <br />. <br />k <br />t.1 PROJECT <br />UNDERSTANDING <br />As noted in the 2014 Parks & Recreation Master Plan, parks and recreation are essential to the City's identity <br />and quality of life for all residents of Elk River, and a strategic approach is needed to protect and cultivate <br />these assets for the future. To that end, the Elk River City Council, Parks and Recreation Commission and City <br />staff have started to evaluate several of their existing facilities - Elk River Arena, Activity Center, Lions Park <br />Center, and Trott Brook Barn - to determine: <br />• An understanding of the amenities currently provided and their social and financial values; <br />• Deficiencies, ranging from security, safety, and accessibility to competition from other facilities; <br />Location, siting, and parking in relation to maximum impact; <br />• Opportunities to protect and cultivate amenities, services, and facilities to elevate the health and well-being <br />of Elk River residents. <br />The Elk River City Council, Parks and Recreation, and the City have already begun to look at options to <br />renovate, replace on their current site, or consolidate the above -noted facilities into a centrally -located facility. <br />These organizations would like to know if the community can support a new Center with the following features: <br />• Multi -generational, multi-purpose, flexible community recreation space with ample storage and offices <br />• Flexible community space/meeting rooms (with possibly a commercial kitchen) for up to 400 <br />• A senior activity center with access to fitness and community rooms, a commercial kitchen, computer <br />stations, and educational classrooms <br />• A dual -sheet ice arena (with an efficient ice plant) that is able to easily compete with neighboring facilities <br />and with the flexibility to add off -ice training <br />• A daylit facility with a prominent visual facade from the street, easy accessibility, a central location, and <br />ample parking <br />The feasibility study will also provide due diligence in terms of evaluating the existing facilities to determine the <br />costs needed to meet the above -listed functions; and, if requested, offer suggestions for ways to repurpose the <br />facilities if a single Center is identified as the best cost option. <br />An important goal of the study will be to determine the appropriate amenities and services to fit the Elk <br />River market. A market and financial analysis, as well as research into possible partnerships, will study the <br />economics, project income and expenses, economic impacts, and financing models. The JLG team will <br />provide facility programming, site analysis, preliminary conceptual site plan and floor plans, and preliminary <br />construction costs. The analysis will determine the current and future needs of the facility users and how any <br />redevelopment can serve to enhance offerings, better serve the community, and increase wellness in Elk River. <br />To assure the long-term viability of downtown, make a connection to the rest of the community <br />and utilize the riverfront location, the City of Elk River initiated a redevelopment project in order <br />to enhance its downtown's role as a residential, retail and commercial area and also revitalize <br />investment in the downtown business district, The project includes 26,000 square feet of retail <br />expansion, 67 for sale residential units, 32 rental units and below grade parking. <br />ELK RIVER REDEVELOPMENT MASTER PLAN <br />ELK RIVER, MN <br />JLG ARCHITECTS I STUDIO FIVE ARCHITECTS 9 CITY OF ELK RIVER <br />
