Broadway, Monticello's traditional main street, has little opportunity for physi- <br /> cal change in downtown. The diagonal parking will not likely return, but the <br /> parallel parking that exists today should not be lost. If any changes are made, <br /> 41) elimination of the "bump outs" at mid-block might be warranted, especially as <br /> other areas develop that are more conducive to pedestrians. In the very long <br /> term, streetscape patterns might be coordinated with the patterns demonstrated <br /> in Walnut Street and River Street. <br /> ?.Iwo -,� • _ W-�aM11 ' !• ,; •. <br /> 1 w.rh ?.'F".s .s.*. a..n^AP. <br /> While streetscape enhancements for Broadway in downtown are encouraged,Broadway east and west of downtown might <br /> undergo more significant change. This part of Broadway might be more like a parkway;with tree-lined boulevards and a <br /> planted median,it becomes a much more fitting introduction to the community. <br /> Turn lanes at the intersection of Pine Street and Broadway might someday be <br /> seen as necessary for traffic movement. But the impact that the addition of <br /> turn lanes will have on the character of the intersection will be significant — <br /> 41, parallel parking will be eliminated at each side of the street, buildings will <br /> likely have to be removed, and the presence of the historic Monticello cross- <br /> roads will be lost forever. The community will Iikely weigh this decision at <br /> some point in the future; this plan advocates for no change to the intersection <br /> in the interest of the integrity of the downtown. <br /> Outside of downtown, Broadway will evolve to a street that introduces <br /> Monticello to drivers by taking them through neighborhoods and eventually <br /> arriving in downtown. The character of the roadway is more like a parkway, <br /> with a wide planted median created by the elimination of the two inside traffic <br /> lanes. Protected left turn lanes are provided by the median as well, allowing <br /> for free flow of traffic in a single through lane in each direction. This configu- <br /> ration will allow traffic to better than it does today, and it allows pedestrians to <br /> cross a single lane of through-traffic (with a refuge provided by the median at <br /> the middle of the crossing). The character of the street becomes the character <br /> of Monticello — with well-kept older homes and significant community insti- <br /> tutions lining the street. Streetscape elements should be introduced to "calm" <br /> traffic—to keep cars at the currently posted limits. <br /> There is no way to prohibit traffic from using Broadway; even trucks will con- <br /> tinue to use this route. The goal should be to create an environment for drivers <br /> that keeps them at neighborhood speed levels, to use tighter turn radii at street <br /> intersections that make it more difficult for trucks to turn off of Broadway to <br /> other local streets and to introduce elements that diminish the perceived width <br /> 1.0 <br /> A New Bridge <br /> RevltalMng Monticello's Downtown and Rlverfront - <br /> Page 3:23 <br />
