GAS AND PROPANE <br /> This section provides a summary of bills related to natural gas and propane that were introduced, <br /> but not passed into law in the 2015 Session. Italicized language notes when a provision was <br /> included in another bill. <br /> NATURAL GAS AND WATER SERVICES SEPARATE METERING <br /> HF 479 Rep. Jean Wagenius (DFL-Minneapolis) <br /> SF 1725 Sen. Kari Dziedzic (DFL-Minneapolis) <br /> To modify the state building code to require natural gas and water services in newly constructed <br /> residential buildings to be metered separately. <br /> STATUS: This bill did not receive a committee hearing in the House or Senate. <br /> *This bill is also noted in the Water section. <br /> PROPOSED PIPELINES LAND PURCHASES <br /> HF 508 Rep. David Bly(DFL-Northfield) <br /> SF 1059 Sen. Kevin Dahle (DFL-Northfield) <br /> To extend existing"Buy the Farm" laws for transmission lines to include gas pipelines. When <br /> land is proposed to be acquired for a pipeline under eminent domain, a landowner could require <br /> the pipeline owner to condemn a fee interest amount in any portion of commercially-viable land. <br /> STATUS: This bill did not receive a committee hearing in the House or Senate. <br /> PROPANE ACCESSIBILITY IMPROVEMENTS <br /> HF 550 Rep. Dave Baker(R-Willmar) <br /> SF 925 Sen. Lyle Koenen(DFL-Clara City) <br /> • To provide a$5 million/year appropriation for the Department of Commerce propane <br /> prepurchase program and require a report on its expenditures and results <br /> • To create definitions of propane,propane storage facility, and synthetic gas <br /> • To exempt natural gas utilities with fewer than 5,000 customers from rate regulation <br /> • To transfer funding from solar thermal rebates to energy weatherization programs <br /> • To exempt propane tank purchases from the sales tax <br /> STATUS: Several policy and funding provisions of HF 550 were included in the House <br /> jobs/energy omnibus bill(HF 843). In the Senate, the appropriation for the propane prepurchase <br /> program was included in SF 2101, the environment/economic development/agriculture omnibus. <br /> 149 <br />
