Consider the 1996 HRA Budget and Levy <br /> Executive Director Bill Rubin stated that based on a maximum levy, it is <br /> estimated that the HRA will have revenues of approximately$68,000 in 1996. Bill <br /> Rubin reviewed the proposed 1996 HRA budget. <br /> COMMISSIONER FARBER MOVED TO ADOPT HRA RESOLUTION 95-1, A RESOLUTION <br /> ESTABLISHING A TAX LEVY FOR THE ELK RIVER HOUSING AND REDEVELOPMENT <br /> AUTHORITY FOR COLLECTION IN 1996. COMMISSIONER KROPUENSKE SECONDED <br /> THE MOTION. THE MOTION CARRIED 5-0. <br /> Contractual Service line items were discussed by the HRA. Both Commissioners <br /> Farber and Duitsman indicated that they do not necessarily agree with the <br /> priority of the listed contractual services. <br /> COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 1996 HRA BUDGET IN THE <br /> AMOUNT OF $68,000. COMMISSIONER HINKLE SECONDED THE MOTION. THE <br /> MOTION CARRIED 4-0-1. Commissioner Duitsman abstained. <br /> 9. Consider an Amendment to the Contract for Services with Hoisinaton Koealer <br /> Group, Inc. <br /> Executive Director Bill Rubin explained that Hoisington Koegler has submitted an <br /> amendment to the Contract for Services for design work that would allow the <br /> • highway corridor, Main Street corridor, and river corridor to be linked with <br /> common design and landscape elements. <br /> COMMISSIONER KROPUENSKE MOVED TO APPROVE AN AMENDMENT TO THE <br /> CONTRACT FOR SERVICES WITH HOISINGTON KOEGLER GROUP, INC., IN AN <br /> AMOUNT NOT TO EXCEED $2,550 IN COSTS RELATED TO PLANNING AND DESIGN <br /> SERVICES FOR IMPROVEMENTS ALONG THE US HIGHWAY 10 CORRIDOR. <br /> COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> 10. Allocation of HRA Funds Towards the Mississippi Riverfront Pathway Project <br /> Executive Director Bill Rubin explained that Hoisington Koegler Group, Inc., has <br /> provided a preliminary estimate of the cost associated with the proposed <br /> Mississippi Riverfront Pathway Project in the amount of $960,000. Bill Rubin <br /> suggested that the HRA consider an allocation of funds to assist in the financing <br /> of the Pathway Project. He suggested that the allocation of HRA funds be <br /> appropriated over a number of years with a possible five year timeframe and a <br /> $150,000 total allocation from the HRA. <br /> Commissioners Hinkle and Kropuenske both indicated that this project is <br /> considered a community project and indicated that they would support the <br /> HRA's contribution of funds to the project. <br /> Commissioner Duitsman indicated that he felt that it was premature for the HRA <br /> to be committing funds for this project. He further stated that the HRA should be <br /> involved in the funding if the project moves forward. <br />
