Consider the 1996 HRA Budget and Levy Executive Director Bill Rubin stated that based on a maximum levy, it is estimated that the HRA will have revenues of approximately$68,000 in 1996. Bill Rubin reviewed the proposed 1996 HRA budget. COMMISSIONER FARBER MOVED TO ADOPT HRA RESOLUTION 95-1, A RESOLUTION ESTABLISHING A TAX LEVY FOR THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY FOR COLLECTION IN 1996. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. Contractual Service line items were discussed by the HRA. Both Commissioners Farber and Duitsman indicated that they do not necessarily agree with the priority of the listed contractual services. COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 1996 HRA BUDGET IN THE AMOUNT OF $68,000. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. Commissioner Duitsman abstained. 9. Consider an Amendment to the Contract for Services with Hoisinaton Koealer Group, Inc. Executive Director Bill Rubin explained that Hoisington Koegler has submitted an amendment to the Contract for Services for design work that would allow the • highway corridor, Main Street corridor, and river corridor to be linked with common design and landscape elements. COMMISSIONER KROPUENSKE MOVED TO APPROVE AN AMENDMENT TO THE CONTRACT FOR SERVICES WITH HOISINGTON KOEGLER GROUP, INC., IN AN AMOUNT NOT TO EXCEED $2,550 IN COSTS RELATED TO PLANNING AND DESIGN SERVICES FOR IMPROVEMENTS ALONG THE US HIGHWAY 10 CORRIDOR. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 10. Allocation of HRA Funds Towards the Mississippi Riverfront Pathway Project Executive Director Bill Rubin explained that Hoisington Koegler Group, Inc., has provided a preliminary estimate of the cost associated with the proposed Mississippi Riverfront Pathway Project in the amount of $960,000. Bill Rubin suggested that the HRA consider an allocation of funds to assist in the financing of the Pathway Project. He suggested that the allocation of HRA funds be appropriated over a number of years with a possible five year timeframe and a $150,000 total allocation from the HRA. Commissioners Hinkle and Kropuenske both indicated that this project is considered a community project and indicated that they would support the HRA's contribution of funds to the project. Commissioner Duitsman indicated that he felt that it was premature for the HRA to be committing funds for this project. He further stated that the HRA should be involved in the funding if the project moves forward.
