Consider HRA Statement of Expenses <br /> Executive Director Bill Rubin reviewed the Statement of Expenses for the HRA <br /> from March 21, through August 24, 1995, as prepared by Lori Johnson. <br /> COMMISSIONER FARBER MOVED TO APPROVE THE STATEMENT OF EXPENSES FOR <br /> THE HRA FOR MARCH 21, THROUGH AUGUST 24, 1995, IN THE AMOUNT OF <br /> $12,310.37. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION <br /> CARRIED 4-0. <br /> 6. Consider Reimbursement Request from the City of Elk River for the Mississippi <br /> River Rip Rap Project <br /> Executive Director Bill Rubin indicated that on August 11, 1994, the HRA <br /> Commissioners authorized a $20,000 expenditure of funds to assist the city with a <br /> $40,000 rip rap improvement project along the Mississippi River shoreline in the <br /> central business district. Bill Rubin explained that although the entire project <br /> cost approximately $40,000, the city received a grant for the project from the <br /> Sherburne County Soil and Water Conservation Board. A requirement of the <br /> grant was that$20,000 of the project's costs be matched by the city. <br /> COMMISSIONER HINKLE MOVED TO REIMBURSE THE CITY OF ELK RIVER IN THE <br /> AMOUNT OF $19,923.44 FOR THE RIP RAP IMPROVEMENT PROJECT IN THE ELK RIVER <br /> • CENTRAL BUSINESS DISTRICT. COMMISSIONER FARBER SECONDED THE MOTION. <br /> Chair Schuldt indicated that he views this as a Council expense because when <br /> the project first began approximately two to three years ago, it was funded from <br /> the Council budget. However, he stated that he would vote in favor of the <br /> expenditure to be paid by the HRA because the project was previously <br /> approved by the HRA. <br /> THE MOTION CARRIED 4-0. <br /> 7. Consider Funding a City Change Order with Barbarossa and Sons for <br /> Improvements to a Downtown Parking Lot <br /> Commissioner Duitsman arrived at this time (5:15 p.m.) <br /> Executive Director Bill Rubin explained that the City Council has approved a <br /> Change Order with Barbarossa and Sons in the amount of $35,294 for the <br /> upgrade of the city-owned parking lot behind Champion Auto and Kemper <br /> Drug. Bill Rubin explained that the amount of $35,294 is approximated because <br /> there was a deduction from this amount for the elimination of three concrete <br /> islands. Bill Rubin indicated that this is a budgeted item in the HRA 1995 budget. <br /> COMMISSIONER FARBER MOVED TO FUND THE CITY'S CHANGE ORDER WITH <br /> BARBAROSSA AND SONS IN THE AMOUNT OF $35,294, LESS A DEDUCTION FOR THE <br /> ELIMINATION OF THREE CONCRETE ISLANDS FROM THE PLAN, FOR THE <br /> • IMPROVEMENTS TO A DOWNTOWN PARKING LOT. COMMISSIONER KROPUENSKE <br /> SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br />
