City, Council Minutes <br />August 2, 2004 <br /> <br />Page 3 <br /> <br />5.3. <br /> <br />Consider Resolution Concurring in the Action of the Board of Commissioners of the Public <br />Utilities Commission of the City of Elk River in Providing for the Issuance and Sale of <br />$940,000 Electric Revenue Bonds, Series 2004A <br /> <br />Finance Director Lori Johnson stated the COuncil is being asked to adopt a resolution to <br />concur with the issuance and sale of $940,000 electric revenue bonds, series 2004A. She <br />stated the Utilities Commission will be approving a resolution securing the payment of the <br />bond to be paid with electric revenues. Ms. Johnson stated a pricing committee will review <br />the bids once they have been received. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br />COUNCILMEMBER MOTIN TO ADOPT RESOLUTION 04-59 CONCURRING <br />IN THE ACTION OF THE BOARD OF COMMISSIONERS OF THE PUBLIC <br />UTILITIES COMMISSION OF THE CITY OF ELK RIVER, MINNESOTA, IN <br />PROVIDING FOR THE ISSUANCE AND SALE OF $940,000 ELECTRIC <br />REVENUE BONDS, SERIES 2004A. MOTION CARRIED 4-0. <br /> <br />5.4. Consider Resolution Increasing 2004 Maintenance of Effort for the Library. <br /> <br />Finance Director Lori Johnson stated the Elk River Library must certify to the Great River <br />Regional Library system that the city will provide as many dollars in funding to the library in <br />the current year as it did in the previous year. She stated the city did not meet its <br />maintenance of effort agreement for 2003 and needs to carry over the $2,900 decrease. <br /> <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER DIETZ TO ADOPT RESOLUTION 04-60 INCREASING <br />THE 2004 LIBRARY BUDGET TO MEET THE 2003 MAINTENANCE OF <br />EFFORT REQUIREMENT. MOTION CARRIED 4-0. <br /> <br />5.5. Consider Worksession Agenda <br /> <br />City Administrator Pat Kdaers and the Council reviewed the agenda discussion topics for the <br />August 9 and September 13 worksessions. <br /> <br />Mr. K2aers commended Joan Schmidt for the work she did on the Board and Commission <br />Handbook. He stated this will be a good step forward in cbmmunication efforts between the <br />Council and Boards/Commissions and staff. <br /> <br />Mr. Klaers stated that the Mayor, along with city staff, visited the Kohler house today to see <br />what type of ~vork needs to be completed before it can be rented out. <br /> <br />Other Business <br />Reader Board <br /> <br />Councilmember Dietz stated Elk River High School applied for a sign permit to replace <br />their bulletin board with a reader board. He stated the city denied the sign permit to the <br />school as they exceeded the maximum sign usage allowed by ordinance when they <br />remodeled their building and changed the building entrance sign. Councilmember Dietz <br />questioned if there was anything the city could do to help the school in having the Reader <br /> <br /> <br />
