City Council Nfmutes <br />August 2, 2004 <br /> <br /> preparing an opinion regarding the combining of the HRA and the EDA into one <br /> Authority. <br /> <br />Page 2 <br /> <br />Councilmember Motin recommended against combining the HRA and EDA. He stated the <br />EDA is representative of individuals with financial backgrounds whereas the HRA is more <br />representative of residents. He stated that combining the two Authorities would create too <br />many duties for one Authority. <br /> <br />Councilmember Motin stated the city is considering compensation to the HtC5 so a policy <br />change may be needed to Number 17 in the furore. <br /> <br />Councilmember Motin requested Number 7 be changed to state that a citizen is not required <br />to be a resident of Elk River but should be a Sherburne County resident in order to serve on <br />the Library Board. He requested Number 15 state that the three unexcused absences have to <br />be within one year. <br /> <br />Councilmember Dietz stated the Council liaison should rotate every year rather than every 6 <br />months. He stated a year would give Councilmembers a chance to get involved with the <br />Board/Commission. Councilmember Dietz suggested all Councilrnembers list their <br />Board/Commission preferences on a sheet of paper and submit them to the Mayor. <br /> <br />Mayor Iadinzing stated Council liaisons could be determined at the August 9 worksession <br />meeting when all Councilrnembers would be present. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br />COUNCILMEMBER MOTIN TO ADOPT THE ADVISORY BOARD AND <br />COMMISSION POLICY WITH THE CHANGES NOTED ABOVE. MOTION <br />CARRIED 4-0. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br />COUNCILMEMBER DIETZ TO SET OCTOBER 11, 2004 AS A GOAL SETTING <br />WORKSESSION WITH BOARDS AND COMMISSIONS. MOTION CARRIED <br />4-0. <br /> <br />5.2. Personnel Committee Recommendation <br /> <br />Finance Director Lori Johnson stated that the Personnel Committee has reviewed the <br />building maintenance supervisor position held by Gary Lore. Ms. Johnson stated that the <br />Job Analysis Questionnaire generated a higher point value and pay grade for this position. <br />She further stated that the Committee does not make pay recommendations. <br /> <br />Councilmember Dietz questioned if Mr. Lore would be getting a pay increase due to the pay <br />grade change. <br /> <br />City Administrator Pat K. laers stated there are no plans for a pay increase at this time. Mr. <br />Lore is between Steps C and D of Pay Grades 11 and in the future he will be receiving cost <br />of living raises and July step increases. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br />COUNCILMEMBER MOTIN TO APPROVE THE BUILDING <br />MAINTENANCE SUPERVISOR POSITION AT PAY GRADE 11.
