City Council Minutes Page 4 <br />August 2, 2004 <br /> <br /> Board installed by the beginning of the school year, September 1, 2004. He stated that the <br /> intent of the sign ordinance was to control business competition and shouldn't affect the <br /> schools. <br /> <br />Mayor Klinzing stated there is no distinction between commercial and institutional sign <br />limits. Mayor Kflinzing stated the Council could hold a special meeting to review a sign <br />ordinance amendment and suggested August 25, 2004 as a date. <br /> <br />The Council directed staff to draft an amendment to the sign ordinance to distinguish <br />between commercial and institutional sign allowances. <br /> <br />6.2. Smoking Ban <br /> <br />Councilmember Dietz stated that many of the metro areas have gone to a city,vide smoking <br />ban and he questioned if the Council had any interest in pursuing this in Elk River. Mayor <br />Klinzing and Councilmembers Motin and Tveite stated they were not interested in a <br />smoking ban in Elk River at this time. <br /> <br />6.3. Boys & Girls Club <br /> <br />Councilmember Dietz stated that Councilmember Kuester would like the Boys & Girls Club <br />discussion moved ahead to the August 16 agenda. Mayor I~dinzing stated she would like the <br />new Parks & Recreation Director to attend the meeting for this item. <br /> <br />6.4. Holzem Property. <br /> <br />Councilmember Motin stated that the developer for the Holzem property submitted a PUD <br />application to staff and the application was denied on the spot. He questioned if city staff <br />had the right to deny applications. <br /> <br />Mayor Klinzing stated the developer submitted an application for a PUD under a future <br />zoning change. She stated the applicant did not understand the application process and <br />needed to also apply for a zone change. She stated she would contact the applicant to <br />explain the process. <br /> <br />7. Staff Updates <br /> <br />There were no staff updates. <br /> <br />10.
