City Council Minutes Page 4 <br />August 14, 2000 <br /> <br /> Terry Maurer reviewed information relating to property owners who will be <br /> assessed for the improvements. Terry Maurer explained that the bids for the <br /> improvements came in lower than expected resulting in parts of the assessments <br /> being reduced. <br /> <br />Mayor Klinzing opened the public hearing and the assessment hearing for the <br />Western Area Phase IV Project. <br /> <br />Stewart Wilson, 17975 Troy Street, questioned the calculations in the reduced <br />assessment amounts. Terry Maurer explained the calculations. <br /> <br />There being no further comments from the public, Mayor Klinzing closed the <br />public hearing and the assessment hearing. <br /> <br />COUNClLMEMBER DIETZ MOVED TO ADOPT RESOLUTION 00-64 ORDERING THE <br />IMPROVEMENT IN THE MATTER OF THE WESTERN AREA PHASE IV IMPROVEMENTS OF <br />2000. COUNCILMEMBER MOTIN SECONDED THE MOTION. <br /> <br />Mayor Klinzing noted that she would vote against the motion as she feels it is <br />important to control residential growth at this time. <br /> <br />THE MOTION CARRIED 3-1. MAYOR KLINZING OPPOSED. <br /> <br />City Engineer Terry Maurer requested that the Resolution adopting the Western <br />Area Phase IV assessments include the reduction of Hoyt Partners lateral <br />assessments from $1,329,000 to $978,000. <br /> <br />COUNCILMEMBER DIEI'Z MOVED TO ADOPT RESOLUTION 00-65 ADOPTING FINAL <br />ASSESSMENT ROLL FOR THE WESTERN AREA PHASE IV IMPROVEMENTS. <br />COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.6.C. Resolution Approving MnDOT Cooperative Agreement For Western Area IV <br /> Improvements <br /> <br />Terry Maurer reviewed the terms of the MnDOT Cooperative Agreement. <br /> <br />COUNCILMEMBER MOTIN MOVED TO ADOPT RESOLUTION 00-66 ENTERING INTO <br />MNDOT AGREEMENT NO. 80710 FOR THE WESTERN AREA PHASE IV IMPROVEMENTS. <br />COUNClLMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.6.D. Resolution to Consider Western Area IV Construction Bids <br /> <br />Terry Maurer indicated that bids have been received for the Western Area Phase <br />IV Project. The Iow bidder is Richard Knutson, Inc. at $1,341,751.66. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO AWARDING THE BID FOR THE WESTERN <br />AREA PHASE IV IMPROVEMENT PROJECT WITH THE FOLLOWING CONDITIONS: <br /> <br />THAT THE FINAL PLAT OF ELK PATH BUSINESS PARK BE RECORDED. <br />THAT THE CITY RECEIVES A FULLY EXECUTED SET OF PLANS FROM MNDOT. <br /> <br />COUNClLMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br /> <br />
