Memo to City Administrator
Employee Appmciation Event
June 28, 2000
Page 2

Options Considered/Costs
The Committee next evaluated options for lunch, dinner, or a more "extravagant" option
such as a dinner cruise on the St. Croix, realizing that cost will be a factor in whatever
the City decides. All costs were determined assumin.q all 113 employees would be
attendin,q, a number that would not be met due to the fact that the Liquor Store and the
Police Department would need to be staffed. It should be noted that the Council would
be invited and welcome to attend. The cost estimates are as follows:

Lunch
The Committee anticipates that lunch would be held either at the Monte Club in
Monticello or the Riverwood in Otsego. The Monte Club has lower prices, but
the Riverwood is closer. The Committee is recommending that lunch would not
require comp time or vacation, that hours spent at lunch would be on City time.
Gift certificates would be offered to those scheduled to work or who stayed
behind to provide coverage in lieu of the lunch. If employees chose not to
participate, they would not be compensated. The cost of lunch at the Monte
Club is estimated at $2000, while lunch at Riverwood is estimated at $2700.

Dinner
The Committee suggests dinner at either Riverwood or The Carousel in Big
Lake, with guest included. The employee would be responsible for $10.00 of the
guest cost for dinner. Again, gift certificates would be offered to those scheduled
to work in lieu of the dinner. If employees chose not to participate, they would
not be compensated. The cost of dinner at either restaurant is estimated at
$4300.

Dinner Cruise
The Committee explored the option of conducting a more unique event such as a
dinner cruise. This would be the most expensive option, and would include
guests. If a dinner cruise were booked, the Committee would suggest including
transportation to Stillwater or Taylors Falls, places where cruises docked. The
total cost for this option is estimated at $7,000. This may be something that is
done occasionally, and not every year. Dinner theater, such as that held at the
Seasons restaurant in Coon Rapids would fall under this category. The
employee would be responsible for $10.00 of the guest cost for the cruise.
Again, gift certificates would be offered to those scheduled to work in lieu of the
cruise. If employees chose not to participate, they would not be compensated.

Gifts
The Committee also evaluated the cost and type of gifts to be given as service awards.
A change to American Express gift certificates ($5 per year for the first five years, $10
per year for six or more years) and a paper Certificate of Appreciation mounted on a
wooden display plaque would be given during the lunch or dinner (see attached
example as Exhibit C). For 20 years or more, the gift certificate and a more substantial
