Priority Actions and Projects <br />Priorities are drawn from the recommendations in Chapter 5 and are divided into <br />two categories: momentum projects and vision projects. Momentum projects are <br />short- to mid -term projects that create impact, address immediate needs, and are <br />likely achievable within the current Capital Improvement Plan structure. <br />Vision projects, on the other hand, are larger, potentially longer -term projects that <br />require additional research and will require finding additional funding sources <br />and partnerships. Together, these two project categories provide a summary list <br />of key actions that will keep Elk River's parks and recreation system relevant long <br />into the future. <br />Costs presented are estimates in 2015 dollars, based on the information in this <br />system -wide master plan. They are presented to give a general guide to budgeting <br />needed to achieve the recommendations outlined in this plan. It is anticipated <br />that improvements will be phased in over the long term and cost estimates will be <br />refined as individual projects are undertaken. <br />The priorities are drawn from five of the six topic areas discussed in Chapter <br />5: improving existing parks, strengthening trail connections, connecting to the <br />rivers, and natural resource stewardship. <br />The other priority, maintenance, remains an essential component of a great park <br />system. Excellence in this area is, in large part, why residents are so satisfied with <br />Elk River's parks and recreation system today. A challenging question for the future <br />is how to change and further develop the system while properly maintaining and <br />adequately funding it. <br />These priorities highlight and elevate the very things that make Elk River unique. <br />They build on and celebrate the city's active, nature -based identity, strong <br />community, and dedication to places people love.
