Introduction
The Parks and Recreation Master Plan is intended to provide direction for the
City Council, the Parks and Recreation Commission, and city staff to guide
them in the big picture decision making that will impact the parks and recreation
system. The purpose of Chapter 6, then, is twofold.
First, the chapter presents priorities for the future. These priorities are the visionary
and new initiatives that the Parks and Recreation Department will pursue, in
collaboration with partners, to meet the present and future needs and desires of
the Elk River community.
The second part of the chapter is the Tool Kit. Each tool in the tool kit is intended
to act as a guide for evaluating the park system and helping with decision - making
both on a system -wide and on a case -by -case basis.
The tool kit includes:
• Parks and Recreation Delivery Guidelines
• Park Classifications and Standards
• Level of Service Analysis
• Funding Sources
• Measuring Progress
.. ....................................................... .............................._
69 City of Elk River - Parks and Recreation Master Plan
