HORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY STATIO~V AREA PLANNING (RPS) <br /> <br />It is proposed that the implementation report will follow the following outline: <br /> <br />Development Management practices <br />Land Use Administration (local zoning reviews) <br />Transportation Management <br />Government Operations (capital programming for planning studies, etc.) <br /> <br />Concurrent with the third workshop, representatives from IBI Group and HSGi <br />will host of series of key interviews with representatives Of cities, towns and <br />counties participating in the study, to ensure that potential implementation <br />initiatives are leveraged to full potential. <br /> <br />Deliverable: <br /> <br />A report outlining suggested implementation strategies. <br /> <br />Percentage Project Fee/Cost (7.19%) <br /> <br />$5,750 <br /> <br />Phase 4 Subtotal (13.19%) <br /> <br />$11,500 <br /> <br />5.5 FTA Reporting <br /> <br />5.5.1 FTA Land Use Reports <br /> <br />~ethodologT: <br /> <br />The Federal Transit Administration will require the submission of the Section <br />5309 New Starts report by the Northstar Corridor Development Agency. This <br />report will help FTA in its evaluation of the commuter rail project in terms of <br />whether or not it should be recommended for funding approval. <br /> <br />FTA assigns an overall rating to the project of 'not recommended', <br />'recommended', 'highly recommended' based on its evaluation of several <br />criteria including: mobility improvements, environmental benefits, operating <br />efficiencies, cost effectiveness, justification and local financial commitment. <br />A project justification rating of 'low', 'low-medium', 'medium', 'medium- <br />high' or 'high' is also assigned. <br /> <br />The Section 5309 New Starts report is updated for resubmission purposes every <br />six months. The intent is to improve upon the rating with each submission made <br />to FTA. <br />In recognition of the important link between transportation planning and land <br />use planning, FTA now requires that the lead agency respond to the criteria <br />related to Transit Supportive Existing Land Use and Future Patterns in the <br />Section 5309 report. The efforts being undertaken in this project related to <br />station area planning will go a long way towards demonstrating to FTA that <br />NCDA and the participating cities are committed to developing land use <br />patterns that are supportive of transit use.
