IBI Group proposes to assist the Northstar Corridor Development Agency in <br />preparing the Section 5309 New Starts section related to Transit Supportive <br />Existing Land Use and Future Patterns as t?ollows: <br /> <br />1. Provide Direction on Supporting Documentation <br /> <br />IBI Group will request the relevant supporting documentation from key contacts <br />identified for City of Minneapolis planning department and St. Cloud Area <br />Planning Organization for incorporation into the FTA templates for qualitative <br />and quantitative land use information. <br /> <br />As these agencies are the most knowledgeable with respect to planning policies, <br />programs and activities in their respective jurisdictions, IBI Group will make <br />specific suggestions for local documentation related to: <br /> <br />land use; <br />containment of sprawl (planned density and growth management); <br />existing transit supportive corridor policies; <br />parking policies; <br />supportive zoning regulations near transit stations; <br />tools to implement land use policies (public/private sector participation, <br />public involvement); <br />performance of land use policies; and <br />other land use considerations. <br /> <br />FEBRUARY 200O <br /> <br />IBI Group proposes that this work be initiated at the outset of the project in <br />order to allow for sufficient review time and follow up for additional <br />information/clarification, if required. <br /> <br />2. Evaluate Supporting Land Use Documentation <br /> <br />IBI Group would undertake a review of the supporting land use documentation <br />provided by the City of Minneapolis and the St. Cloud Area Planning <br />Organization. This supporting material would be evaluated in terms of its likely <br />impact on the FTA New Starts rating. Information that is determined to be worthy <br />of inclusion into the New Starts report would be identified. IBI Group would <br />also determine whether or not further supporting land use documentation is <br />required and would make the necessary requests to the appropriate agency. <br /> <br />3. Prepare Land Use Summary Information (FTA Template) <br /> <br />IBI Group would prepare a two-page introduction to the section on Transit <br />Supportive Existing Land Use and Future Patterns in the Section 5309 report. <br />In addition, we would assemble the FTA required template related to Land Use <br />Summary Information and Supporting Documentation. <br /> <br />This two-page introduction and template would be provided in hard copy and <br />electronic format (Word) as it will form part of the larger Section 5309 report. <br /> <br />I B I G R O UP bi 0 I S I,V G 1'0 ,V KO E G £ E R G R O UP I N C Z blA I N C 19 <br /> <br /> <br />
