COMMISSIONER KUESTER <br />SECONDED THE MOTION. THE MOTION CARRIED 8 -0. <br />7.d. Amcon Plat <br />Steve Wensman reviewed the Elk River Business Park plat proposed by Amcon. <br />He indicated the location of sidewalks and the connections with the commercial <br />plat proposed by Associated Developers of the Twin Cities, Inc. <br />The Park & Recreation Commissioners indicated they were satisfied with staff's <br />recommendations. <br />Commissioner Dana Anderson suggested that staff negotiate with the property <br />owner on the south side of County Road No. 12 (east of Tyler) for right of way for a <br />trail to Hillside Park. <br />8. Staff Updates <br />8.a. Area Recreation - Jeff Asfahl <br />• Jeff Asfahl asked the Park & Recreation Commissioners to attend a meeting on <br />February 1, 12999, at 6:30 p.m. to discuss program development with Community <br />Recreation, Community Education and Early Childhood Family Education <br />representatives. Commissioners Peterson and Kuester will attend. Chair Huberty <br />indicated she would be interested in attending if a conflict arose for <br />Commissioner Peterson or Commissioner Kuester. <br />8.b. Discuss 1/27/99 Meetina Date Reaardina East Hiahwav 169 Park Needs <br />Commissioner Dana Anderson requested that staff provide the following <br />information for the January 27th special meeting to discuss the East Highway 169 <br />area: maps, aerial photos, and information regarding existing and proposed <br />developments in this area. The meeting will be held on Wednesday, January 27, <br />1999, at 7:00 p.m. Chair Huberty indicated a special meeting notice will be sent <br />to the Commissioners calling this special meeting. <br />8.c. Park Dedication <br />The Commissioners reviewed a scenario prepared by staff regarding <br />development fees and the impact of the proposed increase in park dedication <br />fees. Adding a trail fee based on the estimated cost of $50,000 per mile of paved <br />trails was also discussed. The Commissioners were in agreement that a $200 per <br />unit trail fee would be appropriate. <br />It was the consensus of the Commissioners to call a special meeting to discuss <br />• park dedication and trail fees on Wednesday, January 20, 1999, at 7:00 p.m. A <br />recommendation will be finalized for presentation to the Council at the January <br />
