CCM <br />Page 9 <br />City Council Minutes <br />February 13, 1989 <br />--------------- - - -- <br />Mayor Tralle closed the public hearing. <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT ORDINANCE 89 -4, AN ORDINANCE <br />AMENDING THE OFFICIAL ZONING MAP TO REZONE AREA 3 FROM C-2 TO C-1 FOR THE <br />LOTS THAT ABUT MAIN STREET, EAST OF LOWELL AVENUE. AND FROM R -1C TO C-2 <br />FOR LOTS SOUTH OF THAT. <br />4.11.0rdinance Amendment to Section 900.12 (mini storage in R -3 and R -4 zones <br />by the City of Elk River Pu lic Hearing <br />Mayor Tralle stated that the City is considering an amendment to Section <br />900.12 of the Elk River City Code to allow mini storage as a conditional <br />use in the R -3 and R -4 zones. <br />Planning Commission representative, Rita Johnson, stated that the <br />Planning Commission recommended approval of the ordinance amendment as <br />this type of activity is appropriate for R -2 and R -4 zoning. <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 89-5, AN ORDINANCE <br />AMENDING SECTION 900.12, PERMITTED, ACCESSORY AND CONDITIONAL USES BY <br />• DISTRICT TO ALLOW MINI STORAGE IN R -3 AND R -4 ZONES. COUNCILMEMBER DOBEL <br />SECONDED THE MOTION. THE MOTION CARRIED 5 -0. <br />6. Check Register <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CHECK REGISTER. <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5 -0. <br />8. City Administrator Update <br />8.1. Pay Estimate #8, Main Street 6 Jackson Avenue <br />COUNCILMEMBER DOBEL MOVED TO APPROVE PAY ESTIMATE #8 IN THE AMOUNT OF <br />$164.792.99 TO PROGRESSIVE CONTRACTORS, INC. FOR WORK DONE ON THE MAIN <br />STREET AND JACKSON AVENUE IMPROVEMENT PROJECTS. COUNCILMEMBER SCHULDT <br />SECONDED THE MOTION. THE MOTION CARRIED 5 -0. <br />8.2. Waco Bridge <br />The City Administrator informed the Council that he received a letter <br />from a citizen indicating support for the reconstruction of the Waco <br />Street Bridge. <br />8.3. Burlington Northern Railroad Bed <br />The City Administrator informed the Council that he received a letter <br />from Burlington Northern Railroad indicating that they have accepted the <br />City's final offer for the Railroad Bed. He stated the information has <br />been submitted to the Attorney. <br />
