City Council Minutes <br />April 3, 2000 <br /> <br />Page 3 <br /> <br />Charlie Blesener, Administrator of Community Education, was present. Charlie <br />distributed information on the size and types of space he would propose for a <br />joint facility between the School District and the City. <br /> <br />Discussion took place with Charlie Blesener regarding the needs of the school <br />district and Community Education. The Council talked about whether these <br />needs would be compatible with city needs in a joint facility. Charlie discussed <br />grant money that is available for joint facilities. <br /> <br />Several ideas were discussed by the Council, including the need for large room <br />meeting space. The school pool issue was also discussed. Councilmember Motin <br />distributed a community center concept drawing. It was indicated that the <br />community may not be ready for a community center at this time, and that it <br />would be best if this project were community driven. The Council indicated that it <br />was preferable not to conduct a referendum and that it was important not to <br />compete with the school district for a referendum. It was also noted that the city <br />hall site may not be the best location for a joint facility or a large, multi-purpose <br />Community Center. <br /> <br />The Council requested staff to research the availability of cooperation grants. The <br />Council also requested staff to compile information on the cash flow of various <br />components in a community center and the annual payments for <br />lease/purchase proposals. <br /> <br />Minnesota Sports Federation <br /> <br />The City Administrator indicated that MSF is still planning on doing a building <br />project on the site, but he has not received an update at this time. <br /> <br />Public Works Buildin.q Request <br /> <br />The City Administrator informed the Council that Phil Hals and his staff are <br />evaluating constructing a cold storage building at the street department. <br /> <br />Public Improvement Proiects - (cont.) <br /> <br />Fundin.q Sources for Business Center Drive <br /> <br />The City Administrator updated the Council on the funding sources for the <br />Business Center Drive/Waco and Highway 10 Project. He informed the Council <br />that the street and storm sewer portion of the project north of Highway 10 does <br />not cash flow and is short about $300,000. This is more than expected because <br />the road is old Highway 10 with a concrete base, but it was noted that all city <br />street reconstruction projects require some city participation. <br /> <br />East Elk River <br /> <br />The City Administrator updated the Council on funding issues associated with the <br />East Elk River project. He outlines the MSA and SWM committments to the project <br />and informed the Council of the city's requirement to match funds for the <br />project. <br /> <br /> <br />
