City Council Minutes <br />February 14, 2000 <br /> <br />Page 3 <br /> <br />in the position and the approach to take to allow Jeff to be considered fairly as a <br />candidate. The council discussed the pros and cons of hiring the Brimeyer Group <br />to do a full search versus an abbreviated search to fill the position. Concerns of <br />the council in going with the full search included money, duplication of the <br />process that was done when the previous economic development director was <br />hired, and timing. Mayor Klinzing and Councilmember Farber indicated they <br />would be in favor of an abbreviated search because Jeff Gongoll is qualified for <br />the job. The rest of the council also expressed support for Jeff, but stated that it <br />would be best for a complete search to be conducted. It was further noted that <br />a process has already been established in the hiring of department heads and <br />that the process should be followed for this position. The council requested the <br />city administrator to have Phase I of the process streamlined in order to speed up <br />the timing and to possibly reduce the cost. <br /> <br />COUNCILMEMBER MOTIN MOVED TO AUTHORIZE THE BRIMEYER GROUP, INC. TO DO <br />A FULL EXECUTIVE SEARCH FOR THE DIRECTOR OF ECONOMIC DEVELOPMENT AT A <br />COST OF $10,000 WITH THE STIPULATION THAT THE TIMING FOR PHASE I OF THE <br />PROCESS BE STREAMLINED. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 4-1. MAYOR KLINZING OPPOSED. <br /> <br />6. Other Business <br /> <br />There was no other business. <br /> <br />7. Staff Updates <br /> <br />City Administrator Pat Klaers informed the council that a mediation session with <br />the Police Union is scheduled for Thursday. <br /> <br />8. Capital Improvement Worksession <br /> <br />The city administrator indicated that this worksession should be specific to the <br />issue of a joint facility to be used by the School District and the city. The city <br />administrator reviewed his 2/14/00 ClP memo and issues that were discussed at <br />the 1/24/00 School Board/City Council meeting pertaining to a joint facility. The <br />City Council discussed the types of uses that the city could consider for this <br />facility. Other issues discussed included location, management, and funding. <br />Discussion also took place regarding the possible closing of the Vandenberge <br />Pool, the cost for pool improvements, and whether this type of use would be <br />appropriate for a joint community center or family center facility. <br /> <br />Councilmember Farber left at this time (8:15 p.m.). <br /> <br />Discussion was held regarding the facility being used for more than "just sharing <br />space" between the two entities. It was noted that if such a facility is built, it <br />should be used for joint functions and the building should be designed for multi- <br />purpose types of uses. The council questioned what uses the school district would <br />be including in a joint facility and if their space would be multi-purpose. <br /> <br /> <br />
