Memo to the City Council/CU99-37 <br />January 18, 2000 <br />Page 3 <br /> <br />Trash and Oil Storage <br /> <br />As proposed a rock faced concrete dumpster enclosure with a wood gate will <br />be constructed to match the materials and color of the building. The <br />dumpster gate will face the Coburn's parking building and will not face the <br />public right-of-way. <br /> <br />New and used oil will be stored in the building in a separate room as <br />required by the building code. <br /> <br />Lighting <br /> <br />The applicant is proposing to light the site with (4) 19 foot pole hghts with <br />white metal halide fLxtures that conform to the lighting standard set by the <br />Coborn's development. <br /> <br />Parking <br /> <br />The applicant has proposed 8 parking stalls, one handicap accessible and <br />conforms to the parking requirements. The will be no on-site storage of <br />vehicles as the business is a drive through service. <br /> <br />Pedestrian Access <br /> <br />A sidewalk is being provided connecting the building to the public sidewalk <br />on Evans. <br /> <br />Building Elevation <br /> <br />The Planning Commission requested that the building be constructed with an <br />earth tone rather than gray as had been proposed. The applicant has <br />provided staff a buff/tan block sample called, "Sahara." <br /> <br />Planning Commission <br /> <br />At the public hearing held on December 28,1999, the several residents <br />insisted that a fence was promised them at the rear of Lot 2, Block 2 when <br />additional development occurs. Staff research found that The Hillside <br />Crossing Development Standards stipulate that a berm will be constructed <br />behind the building on the portion of the site that abuts residential <br />properties with an 8 foot privacy fence to provide noise attenuation and to <br />provide screening. The Hillside Crossing Landscape Plans show a fence <br />behind the Coborn's building, but the fence ends at the edge of the Coburn's <br />property and does not extend further to the south. <br /> <br />\\elkriver\sys\shrdoc\planning\stevewen\ccmmo\cu9937.doc <br /> <br /> <br />
