The site is one of two remaining <br />undeveloped sites in the Planned Unit Development. <br /> <br />The Hillside Crossing PUD Agreement identifies both motor vehicle service <br />stations and motor vehicle specialty shops as conditional uses. Valvoline <br />Instant Oil Change is a motor vehicle specialty shop and if in the future the <br />use changes to a service station, then a new conditional use permit will be <br />needed. <br /> <br />The services performed at the Valvoline shop include auto tire rotation and <br />fluid replacement. Valvoline Instant Oil Change shops average 48 cars per <br />day at their 6 stores. The proposed hours of operation are 8 AM to 8 PM, <br />Monday through Friday, 8 AM to 5 PM on Saturdays and 11 AM to 5 PM on <br />Sundays. <br /> <br />Site Plan <br /> <br />The proposed plans submitted by the applicant conform to the Hillside <br />Crossing Development Plan in regards to parking, signage, grading, drainage <br />and landscaping. <br /> <br />Landscaping <br /> <br />The landscaping proposed by the developer conforms to the Hillside Crossing <br />PUD. To minimize glare from cars exiting from the shop, staff has requested <br />that the Mugho Pines be maintained at a height of 4-6 feet. <br /> <br />Signs <br /> <br />The PUD Sign Agreement allows freestanding sites to have one monument <br />sign with a maximum height of 10 feet and a maximum of 100 square feet of <br />area. Freestanding buildings are allowed one wall sign with individual <br />letters that cannot exceed 10 % of the building wall. The applicant is <br />proposing a 100 square foot monument sign and a 37.6 square foot wall sign <br />that conform to the Sign Agreement. <br /> <br />The applicant will be required to apply for a Sign Permit prior to installing <br />signs on the property. <br /> <br />Grading and Drainage <br /> <br />The City Engineer has reviewed the proposed development and has found <br />that what is proposed conforms to the overall Hillside Crossing Grading <br />Plans. <br /> <br />\\elkriver\sys\shrdoc\planning\stevewen\ccmmo\cu9937.doc <br /> <br /> <br />
